Title

Consider and take action on a resolution authorizing a construction contract with Wilson Building Services, Inc. for the Main Street Sidewalk Improvements Project (RE2301A), in the amount of $324,461.00 and authorizing an additional $32,446 for a construction Work Change Directive budget, for a total construction budget of $356,907  (Executive Director of Capital Projects)

Background:

Approval of this resolution will authorize the award of a construction contract to Wilson Building Services, Inc. for the construction of the Main Street Sidewalk Improvements Project (RE2301A) and authorizing an additional $32,446 for a construction Work Change Directive budget, for a total construction budget of $356,907.

This project is part of a planned multi-phased CDBG-funded sidewalk improvements program along Main Street from IH 45 to Texas Ave. to fill the gaps to complete a safe route for pedestrians.   Phase 1 scope which is presented here, is to fill the sidewalk gaps along the north and south sides of FM 518 (Main Street) corridor from Iowa Ave.  to Texas Ave.  The approximate length of the new sidewalk is about 2,622 feet, which includes both sides along the Main Street that have gaps of missing sidewalk as well as sidewalk segments in deteriorated condition.  Any existing sidewalk will remain in place if it is in good condition and the existing decomposed granite sidewalk segment will remain, but the surface will be refreshed.

The City of League City is an Entitlement Jurisdiction (EJ), receiving an annual non-competitive Community Development Block Grant (CDBG) from the U.S. Department of Housing and Urban Development (HUD).  Funding varies for each Program Year (PY).  For phase 1, which was part of CDBG PY 2022 funding, City received $384,000. After design was awarded May of 2023, the available funds to be used towards construction of Phase 1 totaled $340,500.

Ten (10) sealed bids for the project were received on February 28, 2024 (Bid No. 24-009).  Based on City’s A+B bidding method and bids and contract times received, Wilson Building Services, Inc. submitted the lowest responsible and responsive cost value bid in the amount of $324,461.00 and 100 calendar days to reach substantial completion from notice to proceed. The engineering consultant’s recommendation of award along with the bid tabulation is attached.
