Consider and take action on a resolution authorizing the League City Neighborhood Flock Camera Initiative (Mayor Long and Council Member Mann)
Background:
Approval of the resolution will establish parameters for the League City Neighborhood Flock Camera Initiative which provides $200,000 in funding over a twenty-four month period for the installation of Flock safety license plate reader cameras at a cost of $106,000 in Year 1 and $94,000 in Year 2.
This program will fund an estimated 37 cameras, will be on a first-come, first-served basis limited by available funding and will terminate after twenty-four months.
The City will either enter into an agreement with Flock Safety on a neighborhood’s behalf for a twenty-four month period or reimburse neighborhoods for their Flock camera costs for twenty-four months if the neighborhoods have an agreement with Flock Safety.
Program parameters include:
1. HOA must submit a written request from the appropriate neighborhood representatives no later than July 1, 2024, along with appropriate HOA meeting minutes.
2. HOA must coordinate with the League City Police Department on the site selection and placement of cameras to facilitate coordination of coverage with the core network and other participating neighborhoods.
3. HOA must provide the League City Police Department full access to the cameras for legitimate law enforcement purposes.
4. HOA must agree to take over the financial obligation for the cameras within its community if it would like to maintain the cameras beyond the twenty-four month period.
Any remaining funds will be carried over to support the Neighborhood Flock Camera Initiative in the following budget year.

FUNDING:
On October 10, 2023, City Council approved budget amendment Ordinance 2023-33 which allocated remaining COVID ARPA and TIRZ 2 funds into a new CIP fund for Fire Station 7. Part of the agenda item included the following:
“After funding Fire Station 7 expenses, remaining funds from TIRZ 2 or COVID ARPA, will be spent on the following based on priority as directed by City Council by separate action,
a. Up to $3M of the TIRZ 2 uncommitted balance to be allocated to completing underfunded road projects in the Capital Improvement Plan,
b. Grant program of $200K to fund installation of flock license plate reader cameras in neighborhoods as requested by HOA’s,
c. Replacement of approximately 200 public safety radios with any remaining TIRZ 2 uncommitted funds.”
On tonight’s agenda, a budget amendment is included for City Council’s consideration to establish $106,000 in funding for year one of this grant program from the Fire Station 7 CIP fund. Funds will be transferred from the Fire Station 7 CIP fund to the General Fund - Police department in the amount of $106,000 for FY2024 grant eligible expenses. The remaining $94,000 transfer from the Fire Station 7 CIP fund, for year two of this grant program, will be established during the annual budget process for FY2025.
