Title

Consider and take action on a resolution authorizing an interlocal agreement with the City of Friendswood regarding the installation of a new traffic signal at the intersection of Bay Area Blvd. and Grissom Road for which the City agrees to contribute $125,000 (Executive Director of Development Services)

Background:

In February 2024, City Council approved Resolution 2024-020 which allowed Staff to partner with the City of Friendswood and submit a Harris County Precinct 2 grant application for the design and construction of a new traffic signal at the Bay Area Blvd. and Grissom Road intersection. The traffic signal cost is estimated to be $500,000 with the grant, if awarded, covering 50% (or $250,000) and the cities contributing the remaining 50% (or $125,000 each) of the total project cost.

During the application process, it was discovered that in order to submit the grant application, the applicant would need to adopt the Harris County minimum drainage measures approved by the Commissioners Court on May 19, 2020. The City of Friendswood had previously adopted these requirements, but League City has not.

League City Drainage Standards meet and/or exceed the Harris County requirements in most regards except for the Harris County requirement that no net fill be allowed within the 500-yr floodplain. Given the other drainage requirements in League City and the fact that a large portion of the City falls within the 500-yr floodplain, a no net fill requirement would severely impact development within the City. As a result, the City’s requirement allows for fill in the 500-yr floodplain, but requires a no impact to adjacent properties and drainage systems.

As a result of League City not adopting the Harris Country drainage standards, League City could not submit as a co-applicant for this program. Staff in Friendswood agreed to move forward with the application process with the understanding that our Cities would work towards a MOU for League City to pay 25% of the total cost of the project in the event the grant was awarded.

The grant was awarded on May 2, 2024 to the City of Friendswood, in the amount of $250,000. Any additional funds in excess of the estimated $125,000 will be required by the City of League City to pay in the form of a true-up payment after completion of the project.

This was not an adopted project in the FY2024-2028 CIP and will require a Budget Amendment to be formally added to the FY2024 Capital Budget as project ST2404 Bay Area Blvd. & Grissom Road Traffic Signal.

Staff requests approval of this MOU.
