Title

Consider and take action on an Ordinance No. 2024-51 amending Chapter 110, Section 166 of the Code of Ordinances of the City of League City entitled, “Speed Limits per functional Use” regarding speed limits for different street classifications - Second Reading (Executive Director of Development Services)

 

Council approved first reading, 8-0-0 on October 22, 2024.

 

Background:

Approval of this item will amend Chapter 110, Section 166 of the Code of Ordinances of the City of League City. This ordinance establishes default speed limits for different functional classification of roadways.

 

This proposed amendment will:

                     Delineate the Collector Road classification into either a Minor Collector or Major Collector.

                     Provide definitions for the following functional classification of roadways:

o                     Major Arterial

o                     Minor Arterial

o                     Collector - both Minor and Major Collector classifications

o                     Local Access - both Residential and Non-Residential classifications

                     Maintain the base speed limit for on Major Arterials at 50 MPH.

                     Increased the base speed limit for on Minor Arterials from 40 MPH to 45 MPH.

                     Maintain the base speed limit for Major Collectors at 35 MPH.

                     Establish base speed limit for Minor Collectors at 30 MPH.

                     Maintain the base speed limit for Residential Local Access at 25 MPH and Non-Residential Local Access at 30 MPH.

These changes do not prevent traffic studies to evaluate individual streets. If an individual traffic study is conducted and warranted, the request for a speed limit adjustment would be presented to City Council for consideration.

 

The amendment aims to improve clarity and roadway classifications, addressing ambiguities that exist in the current ordinance.

 

Staff recommends approval of this amended ordinance.
