Consider and take action on a resolution authorizing an agreement with King Solution Services, LLC for the urgent replacement of 24-inch, 72-inch, and 30-inch corrugated metal pipe (CMP) at three stormwater outfall locations in an amount not to exceed $138,430 (Director of Public Works)

 

Background:

Approval of this item will authorize an agreement with King Solution Services, LLC for the urgent replacement of 24-inch, 72-inch, and 30-inch corrugated metal pipe (CMP) at three stormwater outfall locations in an amount not to exceed $138,430.

 

The three storm pipe repairs are located near 2108 Twin Oaks Blvd. (24-inch CMP), 543 Kirkham Lane (72-inch CMP), and the intersection of FM 270 and Webster St. (30-inch CMP). The pipe failures were identified during the City’s annual Community Rating System (CRS) Activity 540 inspections. As part of these inspections, Public Works Stormwater staff inspect the City’s more than 40 miles of major drainage outfalls to identify pipe, ditch bank, and other infrastructure failures that could impede drainage performance. Repairing these identified failures will help maintain proper stormwater conveyance and reduce the potential for drainage issues.

 

This construction project consists of urgent repairs at three separate locations (see attachment No. 6) within the City’s stormwater outfall infrastructure. The repairs are necessary to replace failed corrugated metal pipe (CMP) that has exceeded its expected service life. The pipe failures have resulted in erosion and sinkholes that are currently impacting public and private property. The sinkholes and erosion associated with the failed stormwater infrastructure also present potential safety hazards to people and animals and require timely corrective action.

 

Pursuant to Texas Local Government Code § 252.022(a)(2) and (3), this procurement is exempt from the competitive purchasing requirements of Chapter 252 (2) a procurement necessary to preserve or protect the public health or safety of the municipality’s residents and (3) a procurement necessary because of unforeseen damage to public machinery, equipment, or other property.

 

Requests for quotes were sent to five companies: King Solution Services, LLC; KJR Construction; Wagner Construction; Faith Utilities, LLC; and Hat Trick Services, LLC. Three responses were received, as detailed below:

 

King Solution Services, LLC - $138,430

KJR Construction - $154,841.74

Wagner Construction - $209,187

Faith Utilities, LLC - no response

Hat Trick Services, LLC - no response

 

Based on the quotes received, staff recommends awarding the contract to King Solution Services, LLC as the lowest responsive quote, in an amount not to exceed $138,430.

FUNDING
