Title

Consider and take action on a resolution authorizing a construction contract with Statewide Traffic Signal Company for the FM518 at Country Lane Intersection Improvements Project (RE1703A) in an amount not to exceed $458,457, including a Work Change Directive budget of $45,845 for a total project budget not to exceed $504,302 (Executive Director of Capital Projects)

 

Background:

Approval of this resolution will authorize a construction contract with Statewide Traffic Signal Company for the FM518 at Country Lane Intersection Improvements Project (RE1703A), including a Work Change Directive budget of $45,845 for a total project budget not to exceed $504,302.

 

This Reinvestment Funded project is part of City’s on-going Traffic Signal Reconstruction Program. The traffic signal systems in this program are ranked in priority based on the highest pedestrian/vehicle traffic age and reoccurring maintenance issues. These signals warrant replacement for the following reasons:

1.                     Bring the signals up to the current approved standards which assist with reliable, safe, and efficient movement of vehicles and pedestrians. 

2.                     Beautification of the City by converting the current span-wire signals to new mast arms.

3.                     Signal battery backup for improved infrastructure resilience when there is a storm or hurricane. Because of this the traffic signals can be back in operation in a shorter amount of time after a storm.

4.                     Reduce maintenance costs and emergency call outs for service.

 

These projects typically include pedestrian ramp and crosswalk improvements. Due to steep grades and limited access at the intersection of Country Lane at FM 518, pedestrian ramp and FM518 crosswalk is provided at one location.  An existing sidewalk in the neighborhood is extended a short distance to tie-in FM518 pedestrian crossing. This project was coordinated with TxDOT and will be constructed under a TxDOT permit. 

 

Five (5) bids were received on July 29, 2025, (Bid No. 25-028).  Based on the City’s A+B bidding method, and bids and contract times received, Statewide Traffic Signal Company submitted the lowest cost value bid in amount of $458,457 and 320 calendar days to complete. This schedule is inclusive of a 10 to 12-week anticipated lead time on the signal poles and electrical equipment.

FUNDING
