Consider and take action on a resolution to ratify the contract with D. Wagner Construction Co., Inc. for the emergency repair of the 24-inch gravity sewer (GS) and 20-inch force main (FM) at the Smith Lane Lift Station located at 2850 FM518 in an amount not to exceed $281,004.80 (Director of Public Works)

 

Background:

Approval of this item will ratify the contract with D. Wagner Construction Co., Inc. for the emergency repair of the 24-inch GS and 20-inch FM at the Smith Lane Lift Station located at 2850 FM 518 in an amount not to exceed $281,004.80.

 

On the week of April 29, 2024 a substantial sanitary sewer leak was identified at the Smith Lane Lift Station. After evaluating the magnitude of the failure and its potential disruption of sanitary sewer service, the repair was declared an emergency. The subject emergency repair applies to the simultaneous failure of the 24-inch ductile iron incoming gravity line and the 20-inch ductile iron force main at the Smith Lane Lift Station. This lift station, constructed in the early 80’s, is one of four of the City’s largest general benefit facilities serving a large portion of the City’s eastside service area. The deep gravity repair and large diameter force main repair within the perimeter fencing of the lift station, along with a difficult bypass setup that required three individual pump bypasses, contributed to the overall cost of this repair.

 

Due to the complexity of the emergency repair D. Wagner Construction Co., Inc. was selected based on their longstanding history of work quality, fair pricing, and ability to promptly mobilize on site. D. Wagner Construction Inc. began mobilization on May 1, 2024, working through May 24, 2024 (18 working days) to conclude all evaluation, demolition, and repair activities.

 

In an effort to control cost City staff requested Wagner to provide a daily rate for labor and equipment, with the understanding that once repair methods were identified actual repairs would be billed on a time and materials basis. Additional cost control efforts were taken on by City staff in support of the repair activities and monitoring efforts to ensure no disruption of service to our customers. These efforts include but are not limited to the following (approximate cost):

 

Godwin Pumps: $14,000 (City lift station bypass)

Magna Flow: $4,537 (lift station clean out)

Crescent Electric: $3,500 (temporary electrical restoration)

Wastewater Transport Services - $8,076 (wet hauling)

CONTRACT ORIGINATION: Agreement has been reviewed by the City Attorney’s Office.
