Phillips Concrete Construction, Inc. for Bay Ridge Flood Reduction - Phase 1 (DR2004), in an amount not to exceed $919,283.45, authorizing an additional $91,928 for a Work Change Directive budget, and authorizing a construction material testing services contract with Terracon Consultants in an amount not to exceed $75,005 for a total construction budget of $1,086,216.45 (Executive Director of Capital Projects)

 

Background

Approval of this resolution will authorize the award of the construction contract to G.W. Phillips Concrete Construction, Inc. for the construction of the Bay Ridge Flood Reduction - Phase 1 (DR2004), in an amount not to exceed $919,283.45, authorizing an additional $91,928 for a Work Change Directive budget, and authorizing a construction material testing services contract with Terracon Consultants in an amount not to exceed $75,005 for a total construction budget of $1,086,216.45.

 

This project is the third of four planned projects impacting the Gum Bayou Watershed and Bay Ridge Subdivision. All these projects are designed to help with street ponding and reduce the flooding potential during large rainfall events.  This project scope is to raise a section of Bay Ridge Blvd. to avoid sheet flow from SH 96 during a storm event to migrate down into the subdivision. 

 

Six (6) sealed bid were received on February 13, 2024 (Bid No. 24-CIP-011). Based on City’s A+B bidding method and bids and contract times received, G.W. Phillips Concrete Construction, Inc. submitted the lowest responsible and responsive cost value bid in the amount of $919,283.45 which is $50,188.55 less than the next lowest bidder. Included in this bid amount is the upgrading of approximately 460’ of 8” waterline (Alternate A) that runs along Bay Ridge Drive in the project limits, at a cost of $84,000.  Alternate B will not be required because this item was added to provide the contractor with an alternative of using TxDOT fast track concrete.  Pavement will be placed based on the City’s standard specifications. G.W. Phillips’ bid is based on 90 calendar days from notice to proceed to Final Completion, with an additional 20 calendar days added for Alternate A, for a total contract calendar day of 110. Attached is engineering consultant’s letter of recommendation of award, along with the bid tabulation.

 

This project is part of the 2019 GO Bond Drainage Program.

FUNDING 

{X} Total funding in the amount of $1,086,216.45 is available from GO Bond Prop A 2021 issuance, Fund 5270, with expenses charged to project expense string DR2004-CONSTRUCT-CONSTRUCT-21PROPA.
