Consider and take action on a resolution authorizing a Utility Construction Services Agreement with the CenterPoint Energy Houston Electric, LLC for the relocation of the existing steel power transmission pole as part of the North Extension of Landing Blvd Project (ST1914) in the amount of $2,266,458 (Executive Director of Capital Projects)
Background:
Approval of this item will authorize a Utility Construction Services Agreement with the CenterPoint Energy Houston Electric, LLC (CenterPoint) for the relocation of the existing 130-foot steel power transmission pole as part of the North Extension of Landing Blvd Project (ST1914) in the amount of $2,266,458.
The proposed retaining wall leading up to the future Landing Blvd. Extension bridge over the Clear Creek is approximately 11.5 feet from the face of the foundation for an existing steel power transmission pole. CenterPoint Energy requires a clear zone of 25 feet from all structures to provide a work zone for maintenance. In order to provide the required clear zone, the existing steel power transmission pole would need to be relocated. Despite City attempts to receive a variance on this, due to safety issues during construction and future maintenance, CenterPoint could not grant City such variance. Current poles are within their easement and City needs ground as well as aerial crossing permit to construct the proposed bridge. See Attachments 3 and 4.
On May 14, 2024, the City entered into a $250,000 Utility Construction Services Study Agreement with the CenterPoint to analyze the conflict and design a resolution with the associated estimated construction cost. The estimated cost for relocation is $2,266,458 and the estimated construction start date is January 2027 with a May 2027 completion date (see Attachment 5). CenterPoint estimates lead time for the delivery of pole is approximately one year. The City will be responsible for all costs associated with this relocation. TxDOT does not want to bid the roadway project until this pole relocation is complete. Once relocation design, pole delivery, construction is firmed up, City will approach TxDOT to consider moving up the roadway bid date.
City has submitted a utility relocation funding support letter to H-GAC for consideration.

FUNDING
