Background:
Consider and take action on a resolution authorizing a professional services agreement with Gannett Fleming Transystems for design, bid, and construction phase services related to Calder South (formerly Westside) Water Plant (WT1707) in an amount not to exceed $648,700.
The purpose of this project is to provide additional water supply to the City's water distribution system and a redundant water source to the Bay Colony development and the south-central areas of the City. The site for this plant is a 2.118-acre tract of land, located on Calder Road, at the southernmost point of Bay Colony development. The site has direct access to the 39-inch GCWA water transmission line and the City's 24-inch water distribution main. Bay Colony development's only source of water supply is from the City's Calder Road Booster Station. Currently, there is no redundant water supply. The addition of a water well, connection to GCWA’s 39-inch line, and booster station at this plant site will enhance the availability of water supply during peak demand periods.
This project was previously designed but was put on hold due to funding and priorities. Meanwhile, as part of the Water Master Plan dated May 30, 2023, this proposed plant capacity was re-evaluated. The updated water model showed this plant requires a larger ground storage tank, larger booster pumps, a connection to the GCWA 39-inch line and the well needs to meet the current and future demand in this area. Subsequently, plant piping, electrical components, and control building original designs will need to be modified to fit new plant layout and capacity.
The major components of the plant include a 1,500 GPM water well, one (1) 1.0 MG welded or reinforced concrete ground storage tank, a booster pump station consisting of 2-1,250 gpm and 2-2,000 gpm pumps including intake and discharge piping, a 24-inch supply line connection to the GCWA’s line on Calder Road, and all other associated building, piping, controls, and electrical components. Plant site will have room for an additional ground storage tank in future.
Gannett Fleming design scope includes design, surveying, geotechnical investigation, and other services as presented below:

The design phase is anticipated to take 285 days, excluding City review periods. Construction funding is currently planned for FY2026. The pre-design conceptual construction cost of the plant is $10,920,000. This cost will be updated during the design phase.
