Consider and take action on a resolution authorizing the First Amendment to the Memorandum of Understanding with the City of Friendswood related to the Harris County Precinct 2 Grant Partnership Program (Executive Director of Development Services)
Background:
Approval of this item will direct the City Manager to execute a first amendment to the MOU with the City of Friendswood related to the Harris County Precinct 2 Grant Partnership Program. On May 14, 2024, City Council approved Resolution 2024-090. This resolution approved a MOU between the City of League City and the City of Friendswood related to the Harris County Precinct 2 Partnership Program for the design and construction of a new traffic signal at the intersection of Bay Area Blvd and Grissom Road. At the time of the MOU execution, the total project cost was estimated at $500,000, with Harris County contributing 50% ($250,000) and the remaining 50% split evenly between League City and Friendswood ($125,000 each), which allowed Staff to partner with the City of Friendswood and submit a Harris County Precinct 2 grant application for the design and construction of a new traffic signal at the Bay Area Blvd. and Grissom Road intersection. The traffic signal cost is estimated to be $500,000 with the grant, if awarded, covering 50% (or $250,000) and the cities contributing the remaining 50% (or $125,000 each) of the total project cost.
Since execution of the original MOU, the project cost estimate has been further refined and is now estimated at $650,000. Harris County has agreed to increase its contribution proportionally to $325,000, which continues to represent 50% of the total project cost. As a result, the remaining 50% of the project cost would continue to be shared equally by the two cities, increasing each city’s contribution from $125,000 to $162,500.
The proposed First Amendment to the MOU updates the cost allocations to reflect the revised project estimate while maintaining the original cost-sharing percentages and roles established under the original agreement. Harris County will remain the managing partner for the project, responsible for design, implementation, integration into its traffic control assets, and long-term maintenance.
Staff recommend approval of the First Amendment to the MOU to allow the project to proceed.

FUNDING
{X} Additional funding in the amount of $37,500 is available from Miscellaneous Capital Projects Fund, fund 5015, for a total amount of $162,500. Expenses for this project will be charged to project expense string ST2404-CONSTRUCT-CONSTRUCT-TS CASH.
