Consider and take action on a resolution authorizing a construction contract with Traffic Systems Construction, Inc. for the Maple Leaf Drive and League City Parkway Traffic Signal Improvements Project (ST2403), in an amount note to exceed $725,926.05, authorizing an additional $72,593.00 for a Work Change Directive budget, and authorizing a construction material testing services contract with UES Professional Solutions 44, LLC in an amount not to exceed $15,049.00, for a total construction budget of $813,568.05 (Executive Director of Capital Projects)
Background:
Approval of this resolution will authorize the award of the construction contract with Traffic Systems Construction (TSC), Inc. for the Maple Leaf Drive and League City Parkway Traffic Signal Improvements Project (ST2403), in an amount note to exceed $725,926.05, authorizing an additional $72,593.00 for a Work Change Directive budget, and authorizing a construction material testing services contract with UES Professional Solutions 44, LLC in an amount not to exceed $15,049.00, for a total construction budget of $813,680.05.
With the current and planned growth on the southwest side and the 4-lane League City Parkway connection to the City of Friendswood, traffic volume continues to grow thus warranting the need for a traffic signal at this intersection. Signal will be a mast-arm installation with pedestrian crossing features. Project also includes addition of northbound right-turn lane on Maple Leaf and westbound right-turn lane on League City Parkway.
Four (4) sealed bids were received on March 26, 2026 (Bid No. 26-015). Based on the City’s A+B bidding method and bids and contract times received, Traffic Systems Construction, Inc. submitted the lowest and responsible and responsive cost value bid in the amount of $725,926.05 and 210 calendar days. Attached is the City’s engineering consultant’s recommendation of award with the bid tabulation.

{X} Total funding in the amount of $813,568.05 is available from Miscellaneous Capital Projects Fund, fund 5015, with expenses charged to project expense string ST2403-CONSTRUCT-CONSTRUCT-TS CASH.
