Title

Consider and take action on a resolution authorizing a professional services agreement with Quorum Architects, Inc. for design, bid, and construction phase services related to the Police Department Multi-Function Training Facility Project (PD2601) in an amount not to exceed $239,910 (Executive Director of Capital Projects)

Background:

Approval of this resolution will authorize a professional services agreement with Quorum Architects, Inc. to perform the design, bid, and construction phase services related to the Police Department Multi-Function Training Facility Project (PD2601) in an amount not to exceed $239,910.

Currently League City Police Department (LCPD) relies on external training venues to fulfill a significant portion of its tactical-based training curriculum.   These venues are often in high demand by various orgonizations, resulting in limited scheduling options.  Many of these facilities are only accessible during normal business hours, further restricting availability and flexibility for LCPD 24-hour operations to effective address staffing needs.   The proposed multi-function training facility is envisioned to be a versatile training site that will provide 24-hr access, enabling PD personnel to meet and exceed State-mandated training requirements for our officers.  As the LCPD expands and State introduces new training mandates, the necessity for a comprehensive training curriculum will become increasingly critical.  The proposed open-concept design of the facility will allow for the configuration of space to be tailored to specific training objectives, which can then be reconfigured to accommodate subsequent training tasks.  This adaptability will optimize the facility for a diverse range of emergency operations training activities.   This facility can be used by other departments such as Fire and EMS, and others based on coordinated schedules.

The proposed approximately 60 feet by 130 feet pre-engineered metal building will include a small gym area, two (2) single-use restrrooms, and a small classroom setting.  The primary open training area will be designed as a flexible, open-shell space, allowing LCPD to adapt it over time to evolving training needs.   The design intent includes a storage and/or mechanical mezzanine located above the gym, restroom, and classroom spaces.   Facility will be designed to be Texas Department of Insurance compliant.   Building will be conditioned, with supplemental heating provided in the training area during periods when overhead doors are open.

The architect has provided a pre-design conceptual construction budget of $1,400,000 for this building project.  This estimate will be updated at each design milestone which will help staff update FY 2027 CIP budget.
