Consider and take action on a resolution authorizing a professional services agreement with HR Green, Inc. for design, bid, and construction phase services related to the Main Street Sidewalks Project Phase 2 (RE2301B) in an amount not to exceed $58,893 (Executive Director of Capital Projects)
Background:
Approval of this resolution will authorize the award of a professional services agreement with HR Green, Inc. to perform the design, bid, and construction phase services related to Main Street Sidewalks Project Phase 2 (RE2301B).
The purpose of this project is to fill sidewalk gaps along the northside of FM 518 from IH 45 to the Union Pacific railroad tracks; completing a safe route for pedestrians. Sidewalk width will range from 8’ down to 6’ depending on location and transitions.
The City of League City is an Entitlement Jurisdiction (EJ) receiving an annual non-competitive Community Development Block Grant (CDBG) from the U.S. Department of Housing and Urban Development (HUD). League City’s Program Year 2023 begins on October 1, 2023 and ends on September 30, 2024. For PY 2023, the second year of the 5-Year Plan, the City of League City will receive $482,693. Of this allocation and rollover funds, $392,290 were allotted toward the Phase-2 sidewalk project along Main Street. The funds will be used for design services as well as construction of the sidewalks along this segment of roadway. Upon receipt of bids, if there is funding shortage, another funding source will be explored to complete project or a section will be deferred to a later phase or implemented by another CIP project.
Currently, funding is only proposed for the northside because of CDBG eligibility. In the future, a request will be made for CDBG to expand their eligibility to encompass the southside. If our request is denied, a new funding source will need to be identified.
HR Green, Inc. has submitted a proposal to perform the Design, Bid & Award, and Construction Phase services not to exceed $58,893, which includes the following:
1. Design Phase $ 48,295
2. Bid & Award Phase Services $ 3,030
3. Construction Phase Services $ 5,060
4. TDLR Coordination & Review $ 1,505
5. Miscellaneous Expenses $ 1,003
Total $ 58,893
Design is proposed at 120 days. Main Street Sidewalks Project Phase 2 is programmed for construction in the FY2024 CIP with a total Design & Construction budget of $325,000.

FUNDING
