Consider and take action on a resolution authorizing an Interlocal Agreement between Dickinson Water Control and Improvement District (WCID) and the City of League City, Texas for water and sanitary sewer services at 401 FM 517 Rd West and 371 FM 517 Rd West (Director of Public Works)
Background:
Approval of this item will authorize the Interlocal Agreement between Dickinson Water Control and Improvement District (WCID) and the City of League City, Texas for water and sanitary sewer services at 401 FM 517 Rd West and 371 FM 517 Rd West.
Water and sanitary sewer services have been provided to the businesses located at 401 FM 517 Rd West and 371 FM 517 Rd West since 1985 by Dickinson WCID (District). Since 2001, the District has billed the City of League City (City), and the City has, in turn, billed the occupants and/or owners of the subject properties directly.
This proposed utility service transfer will conclude recent efforts by the District and the City to reconcile and adjust out-of-district water and sewer services along the FM 517 corridor from I-45 to the western limits of League City.
The City recently transferred water service for the subject properties to an existing City-owned 8-inch water line located within the TxDOT right-of-way along the FM 517 frontage.
The City will soon be able to provide sanitary sewer service by connecting an existing 8-inch line to the City’s gravity sewer system on Dove Meadows Drive. A recent survey confirmed the line is located within a 20-foot District easement running parallel to and adjacent to the north side of FM 517 West right-of-way.
The District has agreed to transfer ownership and maintenance of this line to the City once the connection is completed. At that time, the District will discontinue billing the City for out-of-district sewer service and will eliminate the associated surcharges currently applied to businesses on the subject properties.
The District further acknowledges that the City-owned 8-inch gravity sewer line is located within the District’s existing 20-foot easement and has no objection to its continued presence, provided it does not interfere with future maintenance, repair, or replacement of the District’s existing 36-inch sanitary sewer line within the same easement. Should interference occur, the City will be responsible for relocating its facilities.
The City has inspected the condition of the 8-inch gravity sewer line using in-pipe camera equipment to verify its structural integrity and determined it to be in acceptable condition for City ownership. In addition, a 5-foot easement adjacent to the District’s existing 20-foot easement must be acquired to ensure future maintenance access and to complete the redirected sanitary sewer connection to the City’s collection system. Acquisition of the proposed easement is currently underway and is expected to be completed within four to eight months.
The City Attorney has reviewed and approved the agreement as presented. WCID’s Board of Directors reviewed and approved the proposed agreement during their meeting on March 20, 2026.
