Background:

Approval of this resolution will authorize a construction contract with Jerdon Enterprise, L.P. for the Dr. Ned & Fay Dudney Clear Creek Nature Center (the Nature Center) Kayak Launch Project (PK1910B). This project is part of the development of the Clear Creek Connections Paddle Trail which includes 2 kayak launches.

This first kayak launch will be built near the Highway 270 existing Boat Ramp on the west side of Highway 270 and at the south end of and immediately west of the loop road that provides access to the existing boat ramp. The second kayak launch, to be located on Clear Creek at the end of North Kansas Avenue, is planned to bid in FY2025.

Three (3) sealed bids were received on November 20, 2024 (Bid No. 25-002). Based on the City’s A+B bidding method, and bids and contract times received, Jerdon Enterprise, L.P. submitted the lowest responsible and responsive cost value bid in amount of $1,161,285.50 and 90 calendar days to complete.

The purpose of this project is to meet kayak launch site needs as addressed in the COLC 2018 Strategic Plan. Due to wetland conditions, an elevated boardwalk is required to access the kayak launch at the water's edge. The current design includes parking, pedestrian handicapped accessible ramps, a handicapped accessible launch platform, and signage. A grant from the Texas General Land Office's Coastal Management Program (CMP) covered a portion of the design of this facility. Grant funding for construction is available from the CMP but due to the long lead time to secure the grant, it is recommended that the project move ahead utilizing only 4B Corporation funds, as budgeted.

The FY2024 budget for this project is $862,340. The additional funds are available from the 4B Corporation fund balance.  The 4B Corporation supports moving forward with the project and the use of the 4B Funds to pay for the entire project.
