Consider and take action on a resolution authorizing a one-year renewal agreement with Wastewater Transport Services, LLC for grit screening/sludge transportation and disposal services in an amount not to exceed $543,389 (Director of Public Works)
Background:
Approval of this resolution will authorize a one-year renewal agreement with Wastewater Transport Services, LLC for grit screening/sludge transportation and disposal services for all wastewater treatment plants for the period starting June 1, 2025 through May 31, 2026 in an amount not to exceed $543,389, with no renewal option remaining.
On April 23, 2024, Council approved a one-year renewal agreement with Wastewater Transport Services, LLC from June 1, 2024 through May 31, 2025 in an amount not to exceed $527,562 with an additional one-year renewal option available.
The City released Invitation to Bid (ITB) #21-026 on March 9, 2021. Three responses were received on April 14, 2021, with two qualified bids from Wastewater Transport Services, LLC and Sprint Waste of Texas, LP. The third vendor was disqualified due to bid submission discrepancies. Wastewater Transport Services, LLC was the lowest qualified bidder in the amount of $1,536,588 (June 1, 2021 through May 31, 2024) with the option to renew for two additional one-year periods.
Presently, the City’s two activated sludge wastewater treatment plants produce an annual yield of approximately 8,320 dry tons/640 loads of de-watered sludge cake at 17 to 24 percent (%) solids content. The de-watered sludge cake is then transported from the Southwest Water Reclamation Facility (SWWRF) located at 1551 S. Maple Leaf Drive and the Dallas Salmon Wastewater Treatment Plant (DSWWTP) located at 703 N. Wisconsin Avenue, to a Texas Commission on Environmental Quality (TCEQ) permitted compost site. Incidental liquid sludge loads are transferred between DSWWTP and SWWRF approximately 6 miles one way. Quantities are estimates based on historical sludge production and are not guaranteed for the term of contract.
Grit screenings from the above-mentioned treatment facilities will be disposed of at the TCEQ permitted landfill. These facilities currently produce approximately 10 loads or 200 cubic yards annually.
Wastewater Transport Services, LLC has agreed to the renewal terms including a 3% escalation as per contract. Staff is requesting Council’s consideration to approve the final renewal option on the current contract agreement with Wastewater Transport Services, LLC in an amount not to exceed $543,389.

CONTRACT ORIGINATION: Agreement has been reviewed by the City Attorney’s Office.
FUNDING
{X} Funds are available from Wastewater Department’s Sludge Removal Account #10207500-53930 in the amount of $186,000 for FY25, the remaining balance of $357,389 will be requested in the FY26 budget to cover the remaining contract balance.
