Title

Consider and take action on a resolution authorizing a Consent to Encroach Agreement with CenterPoint Energy to install storm sewer pipes, boxes, as well as manholes within/across CenterPoint Energy Houston Electric, LLC’s Webster - West Galveston (Interurban) Right of Way as it relates to Oaks of Clear Creek Detention Pond and Drainage Improvements (DR2101B) in the amount of $74,899.79 (Executive Director of Capital Projects)

Background:

Approval of this resolution will authorize a Consent to Encroach Agreement with CenterPoint Energy to install storm sewer pipes, boxes, as well as manholes within/across CenterPoint in the amount of $74,899.79.

The purpose of this project is to provide additional detention and drainage improvements within the neighborhood to improve stormwater conveyance by directing runoff into the new detention facility and ultimately into existing regional drainage systems, further reducing street ponding and the flooding potential during large rainfall events. The project construction scope includes:

1.                     Phase 1 excavation of a new detention pond with a maximum depth of approximately 10 feet located north of the Oaks of Clear Creek Subdivision.

2.                     Removal of existing storm sewer infrastructure and installation of a new 5’ x 4’ reinforced concrete box (RCB) storm sewer extending from the intersection of Coleman Boylan Dr. at Water Oaks Dr to the proposed detention pond located north of the roadway.

3.                     Storm sewer improvements on Coleman Boylan Dr. from Washington St. to approximately 400 feet further east consisting of 24-inch thru 36-inch Reinforced concrete pipe (RCP)s.

4.                     Storm box and sewer improvements along Washington St. from Coleman Boylan Dr. to outfall, consisting of 54-inch RCP and 5’x3’ RCBs.

5.                     Additional inlets and junction boxes.

6.                     Removal and replacement of pavement/sidewalk affected by construction of drainage improvements.

The encroachment agreement covers existing storm sewer improvements ranging from 10’ x 8’ RCB to 48” RCP that were placed in the Interurban ROW some years ago. It also covers the two proposed installations of outfall structures that discharge into the Interurban Right-of-Way (ROW) drainage system at the detention pond and near the Oaks of Clear Creek community park area.
