Title

Consider and take action on a resolution authorizing a Professional Services Agreement with Freese and Nichols, Inc. in the amount of $712,010 for the Water and Wastewater Master Plan and Capital Recovery Fee Update (Executive Director of Development Services)

 

Background:

Approval of this item will authorize the City Manager to execute a Professional Services Agreement (PSA) with Freese and Nichols, Inc. (FNI) for the update of the City’s Water and Wastewater Master Plans and Water and Wastewater Capital Recovery Fees (CRFs).

 

The City previously completed updates to its Water and Wastewater Master Plans and CRF studies in 2023. Since that time, significant utility infrastructure improvements, rising construction costs, new development activity, updated GIS information, and revised growth projections have occurred throughout the City. This project will update the City’s hydraulic models, planning assumptions, capital improvement plans (CIPs), and maximum allowable capital recovery fees in accordance with Chapter 395 of the Texas Local Government Code.

 

The project scope includes:

                     Updating the City’s WaterGEMS and SewerGEMS hydraulic models utilizing current GIS, operational data, recent infrastructure improvements, and planned developments.

 

                     Development of updated 5-year, 10-year, and 20-year water and wastewater master plans and associated capital improvement plans.

 

                     Wastewater flow monitoring and inflow/infiltration (I/I) analysis utilizing 12 temporary flow monitors and 4 rainfall gauges over a minimum 60-day monitoring period.

 

                     Preparation of updated land use assumptions, population projections, water demands, and wastewater flow projections.

 

                     Evaluation and update of water and wastewater capital recovery fees, including required credit analyses and benchmarking against peer cities.

 

                     Preparation of draft and final Master Plan and CRF reports, presentations to the Capital Improvements Advisory Committee (CIAC), public hearings, and City Council presentations.

 

The proposed PSA includes a lump sum fee of $681,560 for basic services and a not-to-exceed amount of $30,450 for optional special services, for a total contract amount of $712,010. Optional special services include a potential 30-day extension of wastewater flow monitoring if sufficient rainfall data is not obtained during the initial monitoring period and up to two additional presentations to CIAC or City Council if requested by the City.

 

The project team includes Freese and Nichols as the prime consultant, with Ardurra Group providing water model support services, ADS Environmental Services providing wastewater flow monitoring and inflow/infiltration analysis, and NewGen Strategies and Solutions providing CRF financial and credit analysis support.

 

The anticipated project schedule includes approximately 300 days for completion of the draft Capital Recovery Fee Update Report and approximately 390 days for completion of the draft Water and Wastewater Master Plan Update Report following City approval of updated land use assumptions.

 

Staff recommends approval of this agreement.
