Consider and take action on a resolution authorizing an agreement with Paradigm Traffic Systems, Inc. for the purchase of 39 Internally Illuminated Street Name Signs (ILSN) and 13 Traffic Cameras through Buyboard Contract #603-20 ($161,705) and with Consolidated Traffic Controls, Inc. (CTC) for Traffic Control Preemption Equipment for Traffic Signals through H-GAC #PE05-21 ($73,655) for a total not to exceed amount of $235,360 (Director of Public Works)
Background:
Approval of this resolution will authorize an agreement with Paradigm Traffic Systems, Inc. for the purchase of 39 Internally Illuminated Street Name Signs (ILSN) and 13 Traffic Cameras through Buyboard Contract #603-20 ($161,705) and with Consolidated Traffic Controls, Inc. (CTC) for Traffic Control Preemption Equipment for Traffic Signals through H-GAC #PE05-21 ($73,655) in a total not to exceed amount of $235,360.
TxDOT contractors are installing seven traffic signals on FM 518 at the following locations (Texas Ave, Iowa Ave, Park Ave, Interurban St, Calder Rd, Wesley Dr, and Hobbs Rd) and three traffic signals on I-45 (FM 518, League City Pkwy, and FM 646) within accordance to TxDOT Standards for traffic signal design and functionality. These materials are the additional items standard to League City’s traffic signal design. These materials will provide the aesthetics, functionality and system compatibility with the existing traffic signal systems and preemption equipment currently installed on League City’s emergency vehicles. Materials will be installed through a coordinated effort by TxDOT’s contractor, City on-call contractor, and City Staff.
TxDOT agreed in the preliminary stages of the project to include design and installation of the subject equipment at seven (along FM 518) of the proposed locations if the City would provide funding for the purchase of the applicable signs, signals, and cameras.
Paradigm Traffic Systems, Inc. and Consolidated Traffic Controls, Inc. are the sole source providers for the aforementioned equipment. Based on price, delivery history, and customer service, Staff is requesting Council’s consideration to approve the purchase in an amount not to exceed $235,360, utilizing the BuyBoard Contract #603-20 ($161,705) and H-GAC Contract #PE05-21 ($73,655).

FUNDING
{X} Funding in the amount of $235,360 is available from 2018CO, fund 5245, with expenses charged to project expense string ST2205-CONSTRUCT-CONSTRUCT-2018CO.
The FY2022 CIP budget for project ST2205 is $125,000, based on the original scope of (6) PTZ cameras, lighted street signs, and Opticom systems. The increase in scope occurred when TxDOT presented an opportunity to replace additional aging signals at the intersection of Hobbs and FM 518 and six intersections along the east side of FM 518 at an estimated value of $2 million ($250,000 to $300,000 per intersection). The additional $110,360 over the budgeted amount is available from project TR1901, the second phase of the adaptive, which had a total budget of $825,500 ($252,500 for vehicle detection & $573,000 for software and equipment) in FY2022. The construction for TR1901 was awarded at the January 25, 2022 Council meeting (item 9D) for $512,195 and an additional contract was brought forward from staff for $47,816 for the installation of the hardware. Utilizing the savings of $265,489 allows the city to take advantage of what TxDOT is offering.
