Consider and take action on a resolution authorizing an agreement with Sky Wonder Pyrotechnics, LLC to provide a fireworks display with musical accompaniment at the July 3rd Fireworks Extravaganza events in 2026, 2027 and 2028, in an amount not to exceed $104,250.00 (Director of Communications and Community Engagement)
Background:
Approval of this item will continue to provide an impressive display at the July 3rd Fireworks Extravaganza event held for our community in celebration of our country’s independence. This event attracts over 5,000 people every year, as a safe place for families to enjoy entertainment that all ages can participate in. This event has been held in League City since 2017, and Sky Wonder Pyrotechnics has provided the fireworks display since the beginning. They have always had a low cost for the size of the show provided; in addition, they have also provided outstanding customer service, making this large-scale production easy for the City to take on.
The City had been using Sky Wonder Pyrotechnics for a one-year term each year from 2017 through 2022 but entered a three year agreement for fiscal years 2023 through 2025.
A new Request for Proposal (RFP 26-003) was published on October 16, 2025 and October 23, 2025 to cover fiscal years 2026 through 2028 and was available on the City website until the Bid Opening on November 13, 2025. Three responses were received from Sky Wonder Pyrotechnics LLC, Half Off Fireworks, and Pow Pow Pyro. A three-member evaluation team comprised of City Staff (Director of Communications and Community Engagement, Community & Special Events Coordinator, and Lead Park Maintenance Supervisor) evaluated all proposals and scored them on the following criteria:
• References and Experience - 20 points
• Fireworks Display - 20 points
• Technical Capabilities - 20 points
• Pricing and Fees - (lowest bid/other bid * 40 points)
Accumulative totals of the four (4) committee members are as follows:
• Sky Wonder Pyrotechnics - 290 points
• Half Off Fireworks - 283 points
• Pow Pow Pyro - 269 points
Sky Wonder Pyrotechnics LLC was the highest overall score and was selected for the contract at a rate of $34,750 per show. The AmeriWaste Sponsorship contributes $25,000 annually.

FUNDING
{X} Funding in the amount of $34,750 is available from General Fund Non-Departmental Special Events account #1650000-54550 for FY2026. The remaining $69,500 will be allocated in future budgets, upon Councils approval.
