Consider and take action on Ordinance 2024-13: (1) amending the Solid Waste and Recycling Franchise Agreement with AmeriWaste to add two additional curbside household hazardous waste pickups per year and (2) updating the Solid Waste Services Fee Schedule to reduce the City monthly residential administrative fee by $0.08 and increase the AmeriWaste waste fee by $0.08 to account for the additional curbside household hazardous waste pickups per year - Second Reading (Director of Public Works)
Council approved first reading 8-0-0 on March 26, 2024.
Background:
Approval of this item will increase the number of curbside household hazardous waste events from two per year to four per year while increasing the fee for this service by $0.08 per month for residents. The City residential administrative fee will also be decreased by $0.08 per month. These changes will take effect with the automatic annual CPI adjustment that takes effect on May 1, 2024.
Household Hazardous Waste
Household Hazardous Waste is defined in the franchise agreement as waste that would be chemically or physically classified as Hazardous Waste but is excluded from regulation as a Hazardous Waste pursuant to the regulations of the Environmental Protection Agency because it is generated by a household and generally includes fertilizers, pesticides, paint, paint-related materials, household cleaners, white goods (free of Freon), batteries, thermometers, automotive products, electronics, pool chemicals, aerosol cans, tires, fluorescent bulbs and small propane containers. Household Hazardous Waste does not include business/commercial waste, medical waste (pharmaceuticals, sharps/needles), radioactive waste, PCBs, dioxins, ammunitions, explosives, compressed gas cylinders, smoke detectors.
Curbside Household Hazardous Waste Pickup
This amendment will increase the number of curbside Household Hazardous Waste pickups from two (2) per year to four (4) per year (January, May, July, and November). In the agreement, curbside Household Hazardous Waste pickup is limited to televisions, electronics, microwaves, and appliances. In addition to the two Household Hazardous Waste events held in March and September each year, residential customers call AmeriWaste to schedule their participation in these curbside pickups, which have been very successful in the first year of the contract.
Administrative Fee Change
The original administrative fee increase to cover the cost for the Keep Pearland Beautiful contract for Household Hazardous Waste collection costs was $0.04 per month put in place by Resolution 2022-052 on April 12. 2022. This fee was then increased by an additional $0.04 per month by Resolution 2023-04 on January 10, 2023 to accommodate increased usage of the facility by League City residents. With the expiration of this contract on April 30, 2024, the $0.08 per monthly administrative fee charge to residential customers enacted by these two Resolutions will be removed. The Administrative fee will once again be $0.30 and residential customers will no longer be able to use the Keep Pearland Beautiful Stella Roberts Recycling Center for household hazardous waste disposal at no charge.
AmeriWaste Household Hazardous Waste Fee
An additional fee of $0.08/per month will be added to the AmeriWaste residential base rate to fund the additional curbside Household Hazardous Waste pickups Since $0.08 has been removed from the City administrative fee, this change has zero cost impact to the residential customers.
CONTRACT ORIGINATION: The Amendment has been reviewed by the City Attorney’s Office.
