Consider and take action on a resolution authorizing a three-year agreement with Polydyne, Inc. for Polyacrylamide Cationic Emulsion Liquid Polymer at a unit price of $1.64 per pound in an amount not to exceed $282,900 (Director of Public Works)
Background:
Approval of this resolution will authorize an agreement with Polydyne, Inc. for the purchase of Polyacrylamide Cationic Emulsion Liquid Polymer for a period of three (3) years from October 1, 2023 through September 30, 2026, in an amount not to exceed $282,900 with the option to renew for two (2) additional one-year periods.
This commodity is used for municipal wastewater sludge conditioning in the dewatering process at the City’s Dallas Salmon Wastewater Treatment Plant (DSWWTP) and Southwest Water Reclamation Facility (SWWRF). Polymer acts as a flocculent agent in the solids/water separation of digested sludge, significantly increasing the water removal efficiency, reducing the overall volume of sludge disposal, therefore reducing costs.
The City’s current cost of polymer is $1.25 per pound versus the proposed $1.64 per pound and representative of the current volatile market.
On July 18, 2023 the City issued a Request for Proposal (RFP) #23-037 for this item. Three (3) responses were received on August 8, 2023 from Polydyne, Inc., Befour Chemicals, and Univar Solutions. A five-member evaluation team comprised of City staff (Public Works Director, Wastewater Superintendent, Chief Plant Operators, and a Senior Plant Operator) evaluated all proposals. Each committee member scored the proposals based on the following criteria:
• Qualifications and Experience - 25pts
• Product Performance - 30 pts
• References - 15 pts
• Pricing and Fees - 30 pts
Cumulative totals from five (5) committee members are as follows:
• Polydyne, Inc. - 359 pts
• Befour Chemicals - 314 pts
• Univar Solutions - No score (Unable to Bid)
The bid tabulation is based on a three-year contract term and estimated usage (25 totes per year):
• Polydyne, Inc. - $282,900 ($94,300 annually) $1.64 per pound
• Befour Chemicals - $320,850 ($106,950 annually) $1.86 per pound
• Univar Solutions - Unable to Bid
Of the three proposals, Polydyne, Inc. resulted in the highest overall scoring and lowest pricing.
The staff’s recommendation is to award Polydyne, Inc. for being the lowest responsive/qualified bidder based on overall scoring and pricing. Polydyne Inc. is the City’s current service provider and has maintained a stellar service and product quality history.

FUNDING
{X} Funds are available as follows: Wastewater Department’s Chemicals, Drugs & Lab Supplies Account# 10207500-51850 ($94,300) for FY24. The remaining balance of $188,600 will be requested in the FY25 and FY26 budget to cover the remaining contract balance.
