Background:
Approval of this resolution will authorize a Professional Services Agreement with HR Green, Inc. for design, bid, and construction phase services related to SH3 8-Foot Trails Project (RE2301C) in an amount not to exceed $76,081.
The purpose of this project is to fill trail/sidewalk gaps along the east side of SH 3 from E. Walker St. to Shady Oaks Mobile Home Community Southern Drive and along the west side of SH 3 from W. Galveston to W. Wilkins completing a safe route for pedestrians. The approximate length of the new trail/sidewalks is 1,700 feet. Segment on the east side has approximately 175 of existing 4-foot sidewalk and curb ramps along the gas station located at the corner of E. Walker and SH3 which is proposed to be removed and replaced as part of this project.
The City of League City is an Entitlement Jurisdiction (EJ) receives an annual non-competitive Community Development Block Grant (CDBG) from the U.S. Department of Housing and Urban Development (HUD). The multi-year CDBG invests over $300K annually to complete open segments and replacements of sidewalks in low-to-moderate-income (LMI) areas. Under CDBG’s LMI benefit program, this trail project will provide a safer route and better access for pedestrians. Sidewalks and trails adjacent to LMI neighborhoods are a high priority given that City has no public transit system. Both neighborhoods east and west of SH3 will benefit from the proposed trails by connecting them to City Hall, Library, Municipal pool, civic center, municipal court, League Park, League City Elementary School, restaurants and retail shops along SH 3 and FM 518.
On April 28, 2026, Council approved a Resolution (see Attachment 4) to amend the CDBG’s Program Year 2025 Annual Action Plan to replace the Waco Ave. paving project with the proposed SH3 8-foot Trail.
HR Green, Inc. has submitted a proposal to perform the design, bid, and construction phase services for this project. Project fees breakdown is as follows:

4. Topo Surveying & Mapping $ 14,388
5. TxDOT Coordination & Permit $ 3,580
6. ADA Compliance Review & Approval $ 3,000
7. Miscellaneous Expenses $ 1,500
Total $ 76,081
Design is proposed to be completed within 120 days, excluding City and TxDOT reviews and permitting periods. The pre-design construction cost estimate is $316,176. Estimate will be updated throughout the design phase.
