Title

Consider and take action on a resolution authorizing a professional services agreement with ARKK Engineers for design, bid, and construction phase services related to the Sanitary Sewer Annual Rehabilitation  - Manhole Rehabilitation Project (WW1801L) in an amount not to exceed $92,500 (Executive Director of Capital Projects)

Background:

Approval of this resolution will authorize a professional services agreement with ARKK Engineers to perform the design, bid, and construction phase services related to Sanitary Sewer Annual Rehabilitation - Manhole Rehabilitation Project (WW1801L) in an amount not to exceed $92,500.

In an effort to maintain our sanitary sewer collection system in good condition and control stormwater infiltration and inflow into the system, wastewater dollars are invested each year.  One of the areas where we can maximize our effort in combatting this infiltration and inflow is the continuous rehabilitation of manholes.  To accomplish this, City staff has investigated and come up with a preliminary list of approximately 40 manholes in various locations which need repairs. Some of these areas are:

1.                     Centerpointe Drive - Manholes on 54” Trunk Sewer Main

2.                     Carefree Drive - Manholes on 12” Gravity Main

3.                     Ervin St./Butler Rd. - Manholes on 18” Gravity Main

4.                     Hewitt Street - Manholes on 36” Trunk Main

5.                     Countryside Drive/Leafwood Circle - Manholes on 24” Gravity Main

6.                     Rehab of an old wet well converted to a large manhole after the removal of lift station

7.                     Others which may be deemed necessary

The proposed manhole rehabilitation work will include: rehabilitation with corrosion resistant wall liner, replacement of ring and cover, rehabilitation of manhole risers, or complete replacement of manholes if manhole is structurally unsound.  Due to the nature of work, bypassing is a major cost of this project.  The consultant has provided a pre-design conceptual cost of $754,270 for the project.

ARKK Engineers has submitted a proposal to perform the design, bid, and construction phase services not to exceed $92,500, which includes the following:

1.                     Design Phase                                                                                                   $   63,000

2.                     Bid-Phase Services                                                                              $     5,000

3.                     Construction Phase Services                                          $   16,000

4.                     Misc. Project Expenses: Cost+10%                     $     1,500

5.                     As-Needed Const. Phase Support                     $     7,000

Total                                                                                                   $   92,500

Design is proposed to be completed within 141 days.
