Approval of this item will authorize the purchase of one Ford Interceptor Explorer for the early replacement of unit 124 due to engine failure.
The capital replacement schedule, adopted by City Council in 2006, provides for police automobiles to be replaced every six (6) years. Pursuant to this policy, the 2009 police vehicle was eligible for replacement in 2015. Efforts are being made to increase the life of the units to replace at the eight (8) year mark or greater.
The Dodge Chargers have had more issues than the previous patrol vehicle, the Ford Crown Victoria. These issues include, but are not limited to, suspension, brakes and camshaft/lifters issues. In FY2016, twelve (12) Police Dodge Chargers have been brought to Fleet Maintenance with complaints of lifters making a knocking/tapping sound within the engine. Nine vehicles were replaced and two of the vehicles had engine replacements. The remaining one is recommended below for replacement:
• Unit 124 - 2009 Dodge Charger, 95,400 miles
Unit was brought in on April 7, 2016 with a concern of the engine making a tapping sound along with electrical and power issues. Mechanics tore down the engine and discovered scoring and grooves on the front camshaft bearing. As the bearing is part of the engine block, the engine must be replaced. Total cost of the replacement estimated to be $7,599.90
Due to the mileage for this unit and the continued maintenance issues with the Dodge Charger fleet, staff recommends replacing this Charger with a 2017 Ford Police Interceptors. Use of the State BuyBoard contract and the reuse of the video system, opticoms and laptops, the total replacement cost is $50,369.62. Delivery time for police vehicles is six to nine months. After the replacement of this vehicle, 30 Dodge Chargers remain, ageing from 2007 to 2012.A plan for timely replacement of the remaining vehicles is needed. In 2013, the Ford Interceptor Explorers were purchased for standard police patrol vehicles.
The cost for this unit, including a $400 BuyBoard contract fee, is $50,369.62. Pricing includes base vehicle, graphics, and police specific equipment that cannot be moved from the Charger. The vehicle will be purchased from Caldwell County Ford and equipped from Cap Fleet Upfitters utilizing Buy Board pricing.
This purchase will result in a total of 11 unanticipated replacement vehicle purchases this fiscal year. Three (3) of the vehicles were totaled and the City received some level of insurance reimbursement. Eight (8) purchases were unscheduled patrol vehicle replacements. Due to budgeted equipment and vehicles not purchased this year there has been available fund prior to this request. However; funding has been exhausted from the Capital Replacement Fund. This request is an unanticipated replacement purchase and a budget amendment is required. The budget amendment is being presented on the June 14, 2016 agenda for Council approval.
