Consider and take action on a resolution authorizing a construction contract with Castle Energy Group LLC for the installation of the soundwall related to the Animal Care and Adoption Center - Phase 2 Soundwall Project (PD 2301) with a base bid amount of $274,850, and an amount not to exceed $27,485 for a Work Change Directive budget, and authorizing a construction material testing services contract with Terracon Consultants in the amount not to exceed $9,620 for a total construction budget not to exceed $311,955.00. Background:
Approval of this resolution will authorize award of a construction contract to Castle Energy Group LLC. to install the sound walls for the Animal Care and Adoption Center - Phase 2 Soundwall Project (PD 2301) with a base bid amount of $274,850, and an amount not to exceed $27,485 for a Work Change Directive budget, and authorizing a construction material testing services contract with Terracon Consultants in the amount not to exceed $9,620 for a total construction budget not to exceed $311,955.00.
Since the opening of the 13,000 SF Animal Care and Adoption Center in 2019, there have been multiple reported complaints by nearby residents regarding the loud and excessive barking noise throughout the day when dogs have access to outdoor kennels and exercise areas. The facility is located between two residential communities to the east and west and the City Public Safety building to the north. The loudest generated barking noise occurs when dogs are walked outside to the playgrounds in staggered shifts during the day. To study the level of noise and evaluate noise abatement options, the City undertook a Noise Study performed by a consultant in summer 2022. Sound level measurements were taken at the perimeter of the facility at seven locations. The ambient sound levels not impacted by barking were observed to be approximately 45-50 dBA which is common for suburban communities. The maximum level observed at each of the 7 locations when dogs were barking was in the 75-90 dBA range.
Although it is not practical to completely close off the facility, the study recommended installation of 10’ and 12’ tall precast concrete walls along the sides and back of the facility to reduce the noise (see Attachment 5). The practical limit of effectiveness of solid sound barriers in an outdoor environment is a noise reduction of around 10 dBA. As a supplement to the sound walls, the study recommended installation of 6’ high outdoor sound absorption blankets to replace the current black tarps on the fences. The study stated that the recommended installation of walls and sound blankets will result in 46-50% reduction in the perceived sound levels at the location of measurements taken because of how sound is measured on a logarithmic scale. Based on the above information, the project as recommended was designed and bid.
Two (2) sealed bids for the project were received on February 6, 2024 (Bid No. 24-010). Based on City’s A+B method of bidding in which “A” is cost and “B” is contract time to substantial completion, Castle Energy Group LLC has provided the best value base bid. Bid had 2 deductive alternates to install less footage of soundwall if bid price was over budget. With bid received in budget, staff recommends installing entire soundwall as included in base bid.
