Consider and take action on a resolution authorizing a two-year agreement with Alliance Printing to provide printing and mailing services four times a year for the City’s magazine known as “City Matters” in an amount not to exceed $203,000; and authorizing two subsequent one-year renewals, if deemed necessary (Director of Communications and Community Engagement)
Background:
Approval of this item will authorize funding for a two-year agreement, including two subsequent one-year renewals if deemed necessary with no more than a 3% price escalation per renewal, with Alliance Printing to print, provide mailing services, and cover the cost of postage for the City’s quarterly publication which is mailed to every household in the City of League City. Known as “City Matters,” the magazine is written and produced in-house by City staff, but 40,000 copies are printed and mailed by an outside vendor.
The 18-page magazine is provided for free to residents and contains important information about City projects, resources, and initiatives as well as upcoming events, programs, and services. The magazine has won numerous state and national awards and continually ranks in the City’s Citizen Satisfaction Survey as the top way residents stay informed about what is happening in League City.
Request for Proposal (RFP 26-034) Printing and Mailing Services of City Matters Magazine Electronic was published on April 2, 2026. The objective of this solicitation was to find qualified proposers to provide printing, mailing services, and the entire cost of postage for City Matters Magazine at a price that was most advantageous and meets the needs of the City. Four (4) bids were received on April 14, 2026. A four-member evaluation team comprised of City Staff (Director of Communications and Community Engagement, Senior Communications Manager, Web Content Specialist, and Multimedia Specialist) evaluated all proposals and awarded points based on the following criteria:

▫ Pricing and Fees - (lowest bid/other bid *30)
Accumulative totals of the four (4) committee members are as follows:
▫ Alliance Printing - 346 points
▫ Community Impact Printing - 334 points
▫ Richmond Printing LLC - 297 points
▫ Publication Plus Incorporated - 191 points
Alliance Printing received the highest overall score, had the overall lowest pricing and fees, and was selected for the contract.

FUNDING
{X } Funding the amount of $203,000 is available with $101,500 budgeted in FY2027 and $101,500 in FY2028. Expenses will be charged to GF Communications Printing and Binding account #1600000-53130.
