Title

Consider and take action on a resolution approving the City of League City Parks, Trails, and Open Space Master Plan 5-year Update, a requirement of Texas Parks and Wildlife Department (TPWD) for the Parks Master Plan (Director of Parks and Cultural Services)

 

Background:

This project was carried out to update the 2017 City of League City Parks, Trails, and Open Space Master Plan to provide a guide to City staff and citizens concerning the future needs for Parks, Trails, and Open Space. When approved, this document will also allow the City to meet Texas Parks and Wildlife Department (TPWD) requirements for keeping approved master plans updated and useful for parks planning and grant scoring and subsequent grant awards; TPWD requires that the City's Master Plan be updated every 5 years and renewed every 10 years to be awarded the points the Master Plan provides for in the Scoring Procedure.

 

On April 15, 2024, the Parks Board approved the 5-Year Master Plan Update 5 to 0. The 5-year update was then presented to the City Council on April 23, 2024, by Clark Condon Associates. The Update needs to be approved before the end of May 2024 for the City to be able to use the Master Plan to gain points in the scoring of an Outdoor Grant application submitted to TPWD by August 1, 2024. The state agency requires that Master Plans or Updates be approved 60 days prior to the grant application deadline if a grant sponsor (the City) desires points from the Master Plan. Approval of this 5-Year Update will ensure that the City of League City can apply for all available TPWD funds.

 

Part of the work carried out in the Master Plan Update was a statistically valid survey that provided current information on citizen needs and wants since the last information was provided for the 2017 plan development. In addition, a public meeting was held as a part of the updating process. The Master Plan Update was carried out by Clark Condon Associates who prepared the 2017 Master Plan.

 

The 2017 League City Parks, Trails, and Open Space Master Plan will expire in November 2027 as TPWD only allows for a Master Plan to be used from grant points for 10 years from adoption. The current Master Plan Update, being approved under this item, will not extend the Master Plan beyond that date. Therefore, a grant application could be carried out under that Master Plan and the current Update during the 2024, 2025, 2026, and 2027 grant cycles. However, a new Master Plan must be approved 60 days prior to a grant application in late 2028. Therefore, the new Master Plan process will need to begin in FY 2027.
