Consider and take action on a resolution ratifying the purchase from United Power and Battery of UPS Battery Replacements at the PSB in the amount of $68,985.00 and freight estimated at $2,995.00 (Executive Director of IT and Facilities)
Background:
Approval of this item will ratify the emergency purchase of UPS Battery Replacements to ensure continued power protection and operational stability for the Dispatch Center, Emergency Operations Center, and the Data Center at the Public Safety Building (PSB).
The UPS battery system is a mission-critical component that provides uninterrupted power to essential public safety infrastructure, including emergency communications, dispatch operations, building security systems, and critical IT equipment. The batteries supporting this system have reached end-of-life, are no longer able to hold sufficient charge to guarantee reliable backup power during outages or voltage fluctuations. Immediate replacement was essential to maintain the reliability and functionality of critical systems, necessitating this ratification item.
New batteries will restore the UPS systems’ full capacity to protect sensitive equipment from power surges, voltage fluctuations, and outages - helping prevent potential damage and system failures. Maintaining an uninterrupted power supply is vital for ensuring operational efficiency and productivity across departments.
Additionally, replacing batteries in accordance with the manufacturer’s guidelines supports optimal system performance without voiding any existing warranties.
This ratification is requested because the selected vendor had the batteries in stock and provided prompt delivery. Another factor considered was delaying the purchase would result in an additional tariff cost of over $12,000 on the next available order.
While emergency purchases are exempt from formal procurement, staff did obtain three quotes in the interest of maintaining transparency and honoring the spirit of competitive procurement:
