Consider and take action on a resolution authorizing pre-positioned emergency contracts for disaster logistics with (primary) Garner Environmental Services, Inc. and (secondary) SLSCO, Ltd. and authorizing optional one-year renewals with each vendor (Emergency Management Coordinator)
Background:
Approval of this item will allow the City to execute the first optional renewals of pre-positioned disaster contracts with Garner Environmental Services, Inc and SLSCO, LTD for disaster logistics services as well as authorizing the approval of the second optional renewals at the appropriate time. During disasters the City frequently must rent or purchase supplies and equipment, such as generators, pumps, and pipe. In major disasters the City may also need large feeding/sleeping/medical tents, bathroom/shower trailers, additional MREs and water, heavy equipment and other supplies to support emergency operations.
In the past the City previously had an evergreen contract with Garner for this service but needed to re-bid in 2021 to remain in compliance with federal procurement standards. As a result of that re-bid, Resolution 2021-124 awarded Garner (primary) and SLSCO (secondary) three year contracts with two optional renewals. The original contracts expired on September 14, 2024. This first renewal for each will expire on September 14, 2025. One additional renewal is authorized to be executed to expire on September 14, 2026.
It has not been necessary to exercise these contracts dues to disasters during the original term (September 2021 through September 2024). Funds are not encumbered until the contracts are triggered by a disaster.
