Consider and take action on a resolution authorizing a construction contract with SpawGlass Construction Corp, for the Pat Hallisey Park Project (PK2001) in an amount not to exceed $49,764,800, authorizing an additional $3,392,185 for a Work Change Directive budget, and material testing services contract with Terracon Consultants in an amount not to exceed $290,460, for a total construction budget of $53,447,445 (Executive Director of Capital Projects)
Background:
Approval of this resolution will authorize the award of a construction contract with SpawGlass Construction Corp, for the Pat Hallisey Park Project (PK2001) in an amount not to exceed $49,764,800, authorizing an additional $3,392,185 for a Work Change Directive budget, and material testing services contract with Terracon Consultants in an amount not to exceed $290,460, for a total construction budget of $53,447,445.
The park is being developed as a regional recreational facility serving the western portion of the City (See Attachment 4 for Project Overall Layout). Major improvements include:
- Softball (5) and baseball (4) fields with restrooms, storage, and concession facilities
- Soccer fields (2)
- Tennis Courts (2)
- Pickleball courts (12)
- Trails
- Picnic and pavilion areas
- Playgrounds (2)
- Park landscaping & irrigation system
- Detentions ponds and drainage improvements
- Park concrete roadways, parking areas, and lighting
- Park utilities, lift station, and maintenance facility
- Access roads to Ervin Street and Calder Road
Nine (9) sealed bids were received on April 21, 2026 (Bid No. 26-024). Project Bid Proposal included thirteen (13) Alternate bids (See Attachment 5 for Alternates List & Layout). At the April 28, 2026, Council Work Session, City Council reviewed the base bids and proposed alternates and provided direction on the alternates to be included with the project. Except for Alternates 5 - batting cage lanes at baseball and Alternate 13 - Additional play tower and swing, the rest of the Alternates were selected to be included in the projects construction scope. Based on the City’s A+B bidding method, the base bids, total value of selected Alternates, and contract times received from prospective contractors, SpawGlass Construction Corp., submitted the lowest responsible and responsive cost value bid consisting of a Base Bid amount of $46,145,700 and total value of selected Alternates of $3,619,100 for a grand bid total of $49,764,800 and a construction duration of 570 calendar days. Construction is anticipated to begin in January 2027.

FUNDING
{X} Funding in the amount of $53,447,445 is available from 3 funding sources, $49,500,000 is available from 2026 CO, fund 5246, with expenses charged to project expense string PK2001-CONSTRUCT-CONSTRUCT-2026CO, $300,000 is available from the Tree Preservation Fund, fund 2315, with expenses charged to PK2001-CONSTRUCT-CONSTRUCT-TREE, and $3,647,445 is available from Park Dedication Fees, fund 5020, with expenses charged to project expense string PK2001-CONSTRUCT-CONSTRUCT-PARK DED.
