Consider and take action on an ordinance adopting the League City Westside Master Plan as an element of the Comprehensive Plan of the City of League City (Executive Director of Development Services)
Planning and Zoning Commission recommended approval, 7-0-0, on April 21, 2025.
Background:
Approval of this item will allow Staff to use the Westside Master Planning as a component of the City’s Comprehensive Plan and work with landowners and developers toward implementation of plan.
The Westside Master Plan is a strategic document developed to guide the future growth and development of western League City, where nearly 40% of the City’s land remains undeveloped. As this area experiences rapid expansion, the plan provides a comprehensive vision to ensure new development is sustainable, high-quality, and aligned with community vision and goals. It emphasizes a balanced mix of land uses, including residential, commercial, and recreational areas, to diversify the City’s tax base and reduce long-term fiscal pressure.
A major focus of the plan is the coordination of infrastructure improvements, including roads, utilities, trails, and drainage systems, particularly in preparation for the future Grand Parkway expansion, which is expected to significantly enhance regional connectivity. Environmental resilience is a central component of the plan, with recommendations for a hybrid stormwater detention strategy and expanded green infrastructure to mitigate flood risks and support ecological health.
The plan was shaped through an inclusive public engagement process, with more than 1,800 survey responses and strong support for parks, open space, and walkable, mixed-use development. Based on this input, the plan advances a vision that integrates flood control features with public amenities and commercial activity to create a vibrant, livable environment.
Implementation strategies include short- and long-term actions such as updating zoning and ordinances, pursuing financial tools like TIRZs and 380 agreements, and developing branding and design standards for newly envisioned districts. Overall, the Westside Master Plan provides a practical yet aspirational framework for managing growth while enhancing quality of life for League City residents.
The following timeline provides data related to Staff's interaction with the Public along with City Boards and City Council:
January 18 - June 16, 2024 - Online survey launched to gather initial community input on preferred land uses and development for the westside of League City.
November 6, 2024 - Public open house held at Johnnie Arolfo Civic Center.
November 12 - December 6, 2024 - Public Survey #2 launched to gather feedback on the preferred Future Land Use Plan option.
April 8, 2025 - Public notice was posted of the proposed ordinance amendments in the Galveston Daily News and at City Hall.
April 8, 2025 - City Council Work Session was held to present the plan to the Council.
April 21, 2025 - The Planning and Zoning Commission held a public hearing and recommended approval, 7-0-0, to City Council.
May 13, 2025 - The City Council is scheduled to hold a public hearing and hear the proposed ordinance on first reading.
May 27, 2025 - The City Council will consider the request on second reading.
Staff recommends this plan for Adoption.
