Title

Consider and take action on a resolution authorizing the renewal of the interlocal agreement between the City of League City and Galveston County Parks and Cultural Services Department for use of Hometown Heroes Park to continue to provide congregate meal services for eligible clients from October 1, 2026  - September 30, 2027 (Director of Parks and Cultural Services)

 

Background:

 

Approval of this resolution will make it possible for the City to continue providing congregate meal services to eligible clients.

 

The City of League City has provided congregate meal services to eligible clients since 2007 at the Recreation Center and then at Hometown Heroes Park when it opened in October 2012. Meals are provided Monday-Friday and are prepared and delivered by County staff and served by Parks and Recreation volunteers. Roughly 60-65 meals are served daily at Hometown Heroes Park. The criteria for eligibility include at least 60 years of age and a resident of Galveston County. Seniors can apply for eligibility at Hometown Heroes Park. Clients may contribute a $1 donation per lunch, that is not required.

 

Currently, 190 clients are registered through the program, with 128 being League City residents (67%). However, many of the regular participants and more repetitive users are League City residents. Over 17,500 meals are served annually at Hometown Heroes Park. Membership growth is presently limited due to a temporary hold by Galveston County on accepting additional members.

 

Funding for the program is available through a grant obtained by the Galveston County Parks and Cultural Services Department. The City is involved through an interlocal agreement to provide the facility and 50% of a full-time staff person. No additional funding beyond the City's budgeted commitment is required.

 

The City provides oversight and direction to the program, including ordering meals, managing eligibility accounts, registering new clients, completing weekly reports, and submitting monthly assessments to the County.
