The Planning and Zoning Commission recommended approval, 8-0-0, on July 21, 2025.
Background:
Approval of this item will create the Midline Planned Unit Development Overlay District (PUD).
Project Timeline:
August 10, 1999 - The properties were initially zoned as “SDR” (Suburban Development Residential).
August 30, 2005 - The properties were zoned “RSF-7” (Residential Single-Family 7) as part of the City’s Zoning Map and Ordinance revisions of 2005.
September 18, 2024 - The applicant submitted three Planned Unit Development (PUD) applications to the Planning Department.
May 27, 2025 - City Council approved the annexation of 130.9-acres of land which will be contained within the Midline PUD.
June 3, 2025 - The applicant held a neighborhood meeting in League City. The sign-in sheet indicates that 10 property owners were in attendance.
July 3, 2025 - Public hearing notices were mailed to the surrounding property owners, public hearing signs were posted on the property, and a notice was published in the newspaper.
July 21, 2025 - Planning & Zoning Commission held a public hearing and recommended approval of the request.
August 12, 2025 - City Council is scheduled to conduct a public hearing and consider the request on first reading.
August 26, 2025 - If approved on first reading, City Council will consider the second reading of the request.
Project Summary:
The proposed Midline Planned Unit Development consists of approximately 466.5-acres. The Midline development proposes a mix of single-family residential products, parks and open spaces, drainage and detention features, commercial uses, and an Emergency Service Site. The proposed PUD includes an approximately 131-acre tract of land that was annexed into League City from Friendswood on June 10, 2025.
Single-Family Residential
The Midline PUD will feature traditional single-family residential lots ranging from 50 to 70 feet in width, along with “Specialty Products” with sub-50-foot-wide lots with products such as front- or rear-loaded detached units, and townhomes. The combined total of Specialty Products and 50-foot-wide lots shall not exceed 50% of the overall residential unit count.
Multi-Family Residential
Multi-family residential is not proposed within the Midline PUD.
Commercial
All land uses permitted within the General Commercial (CG) zoning district shall be allowed within commercial pods on the Land Use Table, subject to a few exceptions. Notably, a maximum of two gas stations (vehicle fueling stations) may be conditionally permitted across the PUD.
City Park & Fire Station / Parkland
The proposed PUD includes the developer’s commitment to dedicate a 15-acre City Park and a 4-acre site for a future fire station to the City of League City. The 15-acre City Park is located along West Nasa Boulevard, and the 4-acre fire station is located at the intersection of Beamer Road and Grissom Road.
A summary table of proposed parkland within the PUD is provided on Page 3 of the Planning and Zoning Commission staff report. The PUD meets the minimum public and private parkland requirements outlined in the PUD.
Roadway Network
The roadway network includes a system of north-south and east-west arterial and collector streets designed to connect the development with FM 528, Grissom Road, and W. Nasa Blvd. The PUD will also facilitate the extension of Beamer Road from FM 528 to Grissom Road.
Comprehensive Plan
The zoning land uses in the proposed PUD conform to the Future Land Use Map in the adopted League City 2035 Comprehensive Plan. The future land uses within this tract are “Suburban Residential”, “Parks/Open Space/Natural”, and “Enhance Auto Dominant Commercial”.
On July 21, 2025, the Planning and Zoning Commission held a public hearing and recommended approval, 8-0-0. Four people spoke at the public hearing with concerns about proposed uses, traffic, tree protection, school capacity, and drainage.
