Consider and take action on a resolution for the appointment of a representative to the Galveston County Transit District for FY2016 and FY2017 (Mayor Hallisey and Council Member Dugie)

Background:
Approval of this resolution will appoint a City of League City representative to the Galveston County Transit District for FY2016 and FY2017.
The Galveston County Transit District (GCTD) is a Rural and Urban Transit District created pursuant to Chapter 458 of the Texas Transportation Code; and on April 13, 2010, the Galveston County Commissioners' Court formally called a Rural Public Transportation Conference and invited all incorporated cities within Galveston County to discuss the potential benefits of a county-wide urban-rural transit district. The conference set a June 3, 2010 public hearing date for public comment on the district. Following the hearing, a second conference of the incorporated cities convened and passed a resolution creating the GCTD. The transit district is not a taxing entity. The City of Galveston and the Gulf Coast Center provide urban and rural transit services within Galveston County.
The purpose and objectives of the GCTD are the following:
To work with constituent membership on the planning and development of regional transit and mobility solutions to growing congestion and increased traffic delay time resulting from the significant development and population growth being experienced within Galveston County;
To work with other political subdivisions at the local, regional, state, and national level to pursue funding and solutions toward continued mobility through the development of alternative mobility resources;
To work with local and regional transportation representatives toward insuring that the citizens of Galveston County receive their “fair share” of Federal Transit Administration (FTA) funding distributed to the Houston Urbanized Area, in part, using the population and density of Galveston County citizens;
To enhance the availability of information relating to the provision of transit services within Galveston County by Island Transit, Gulf Coast Center - Connect, and other providers; and
To facilitate access to federal and state transit funding for Island Transit and the Gulf Coast Center
