Consider and take action on a resolution authorizing a construction contract with Lucas Construction Company, Inc. for the Asphalt Street Rehabilitation - Package 8 (RE1704I), in an amount of $1,741,616, authorizing an additional $174,162 for a Work Change Directive budget, and authorizing a construction material testing services contract with Geotech Engineering and Testing in an amount not to exceed ---$63,717 for a total construction budget of $1,979,495 (Executive Director of Capital Projects)
Background:
Approval of this resolution will authorize the award of the construction contract to Lucas Construction Company, Inc. for the construction of the Asphalt Street Rehabilitation - Package 8 (RE1704I) and authorizing an additional $174,162 for a Work Change Directive budget, and authorizing a material testing contract with Geotech Engineering and Testing in an amount not to exceed ---$63,717 for a total construction budget of $1,979,495.
The purpose of this project is to perform road base repairs and asphalt resurfacing, and/or full-depth reconstruction as part of the annual infrastructure reinvestment program. The proposed Package 8 consists of Bern Street (St. Christopher Ave. to Smith Lane), Boden Street (Bern Street to Abilene Street), Austin Street (Texas Avenue to FM 270) from future Package 9, and Landrum Street and 7th Street from previous Package 6.
Five (5) sealed bids for the project were received on March 24, 2026 (Bid No. 26-002). Based on the City’s A+B bidding method and bids and contract times received, Lucas Construction Company, Inc. submitted the lowest responsible and responsive cost value bid in amount of $1,741,616 and 170 calendar days. Attached is the City’s engineering consultant’s recommendation of award with the bid tabulation.
