Consider and take action on a resolution authorizing a construction contract with Jerdon Enterprise, L.P. for the FM 270 Public Boat Ramp Renovation Project (PK1804) in an amount not to exceed $1,835,039.05, authorizing an additional $183,503.00 for a Work Change Directive budget, and authorizing a construction material testing services with Geotech Engineering and Testing in an  amount not to exceed $31,424.00, for a total construction project budget of $2,049,966.05 (Executive Director of Capital Projects)

 

Background:

Approval of this resolution will authorize a construction contract with Jerdon Enterprise, L.P. for the FM 270 Public Boat Ramp Renovation Project (PK1804) $1,835,039.05, authorizing an additional $183,503.00 for a Work Change Directive budget, and authorizing a construction material testing services with Geotech Engineering and Testing in an  amount not to exceed  $31,424.00, for a total construction project budget of $2,049,966.05.

The following is a summary of scope of work for this project:

1.                     Bulkhead Rehabilitation - Include new sheet piling and backfill.

2.                     General Site Improvements - Include sidewalk, parking lot improvements and bollards.

3.                     Walkway Rehabilitation and Extension - Extension of the raised wooden walkway as well as replacement of the decking/stringers. Enhancements including new dock bumpers and encasement of the timber piles in fiber reinforced plastic.

4.                     Boat Ramp Rehabilitation - Replacement of Ramp 2, extension of Ramp 3 and added scour protection to Ramp 1.

One (1) sealed bid was received on June 25, 2026 (Bid No. 26-036).  Despite receiving only one bid, contractor is a responsible and responsive bidder:

1.                     Has recently completed City’s Nature Center Kayak Launch project successfully.

2.                     Amount of base bid is within engineer’s estimate, contract time is very reasonable, and

Prices on Alternates are all reasonable. 

3.                     Contractor’s qualifications show successful projects completed for other municipalities.

4.                     The base bid amount is $1,513,869.85 with a schedule of 180 calendar days to final completion.

There are seven (7) Alternates in the Bid. They are:

1.                     Replacement of asphalt paving in the main parking lot area in line with ramps 2 and 3 ($137,989.20).

2.                     Replacement of asphalt paving in the main parking lot in line with ramp 1 ($77,534).

3.                     Upgrades asphalt pavement to concrete paving in alternates 1 and 2 instead of asphalt ($51,334).

4.                     Concrete paving adjacent to bulkheads ($12,803).

5.                     Concrete paving the parking area across the feeder road from the main parking lot ($38,229).

6.                     Adding striping and concrete wheel stops throughout the project ($7,440).

7.                     Using improved sheet piling, SuperLoc sheeting instead of Vinyl (-4,160).

Staff recommends awarding the base bid as well as all alternates for an additional $321,169.20 and 36 calendar days for a total project construction contract award of $1,835,039.05 and a total 216 calendar days (plus weather and any authorized changes) to complete and is anticipated to start in mid September.

Project has a Grant funding through Texas Parks and Wildlife which provides 75% of construction funds with a 25% City match.  The grant will reimburse up to $1,500,000 of construction expenses.  Based on the value of Base Bid and total of all Alternates, this reimbursement would be total $1,376,279.29 with a City match of $458,759.76.

FUNDING

{X} Funding in the amount of $2,049,966,05 is available from Park Dedication fees, fund 5020, with expenses charged to project expense string PK1804 -CONSTRUCT-CONSTRUCT-PARK DED.

 

Revenue received from the reimbursement of the Texas Parks and Wildlife Grant will be deposited into the Park Dedication Fee revenue account 5020-44000 (Miscellaneous Income).
