Consider and take action on Ordinance 2024-29 to set a 45 miles per hour speed limit along League City Parkway between Maple Leaf Drive and 1,960 feet west of Bay Area Boulevard, a distance of approximately .95 miles - Second Reading (Executive Director of Development Services)

 

Council approved first reading 8-0-0 on August 13, 2024.

 

Background:

Approval of this item will set a 45-mph speed limit along League City Parkway between Maple Leaf Drive and 1,960 feet west of Bay Area Blvd. A speed zone study was performed to evaluate the existing speed limit on this segment of League City Parkway to determine the appropriate speed limit. Exhibit A shows an aerial view of the study area.

 

Data collection for the speed zone study included site investigation, intersection sight distance analysis, traffic volume data, spot speed data (provided in Exhibit B) and crash data (provided in Exhibit C) on League City Parkway between Maple Leaf Drive and 1,960 feet west of Bay Area Boulevard.

 

The existing speed limit on League City Parkway between Maple Leaf Drive and 1,960 feet west of Bay Area Boulevard is 35-mph. The American Association of State Highway and Transportation Officials (AASHTO) recommends using the 85th percentile speed as a starting point for setting speed limits. The average 85th percentile speed on the study stretch was estimated to be 46 mph based on the spot speed data collected. Since the posted speed limit is lower than the 85th percentile speed, it is recommended to increase the existing speed limit to reduce the dispersion of driver speeds on the study stretch.

 

Based on engineering judgment, existing conditions, findings of the speed zone study and the existing speed limit between 1,960 feet west of Bay Area Blvd and Hobbs Road is currently 45-mph (outside of school zones), it is recommended to increase the speed limit on League City Parkway between Maple Leaf Drive and 1,960 feet west of Bay Area Boulevard from 35-mph to 45-mph.

 

Staff requests a first and final reading of the proposed ordinance.
