Consider and take action on a resolution authorizing an Advance Funding Agreement with the Texas Department of Transportation for the construction of the SH 96 at Columbia Memorial Parkway and SH 96 at FM 270 Intersection Improvements Project (ST2502) (Executive Director of Capital Projects)

 

Background:

H-GAC selected the SH 96 at Columbia Memorial Parkway and SH 96 at FM 270 Intersection Improvements Project to receive Surface Transportation Block Grant (STBG) funds. 

 

The traffic signal at SH 96 and Columbia Memorial Pkwy currently operates at a Level of Service D in both the AM and PM peak hours.  All left-turn movements experience high delay and operate at a Level of Service E or F during the AM and PM peak hours.  The proposed improvements to the intersection include:

1.                     Design and rebuild existing traffic signals to current standards

2.                     Extend existing SH 96 eastbound and westbound left-turn lanes

3.                     Install eastbound and westbound right-turn lanes along SH 96

 

The traffic signal at SH 96 and FM 270 currently operates at a Level of Service D and E during the AM and PM peak hours, respectively.  Additionally, due to the only one-lane serving the Northbound and Southbound through traffic each, those approaches operate at a Level of Service F in the PM peak.  The proposed improvements to the intersection include:

1.                     Extend existing SH 96 eastbound and westbound left-turn lanes

2.                     Extend FM 270 southbound and northbound left-turn lanes

3.                     Extend FM 270 northbound right-turn lane

The total construction estimated cost for this project is $2,687,000.  TxDOT will bid and manage construction phase of the project.  The STBG Program which was created few years back, allows that instead of the traditional 20% match, the local sponsor will make only 10% match.  The Program allows the sponsor to use the Transportation Development Credits for the 10% and the other 10% will be put into the Regional Strategic Transportation Fund (RSTF). This 10% City puts into the RSTF can be rolled into a variety of eligible local transportation projects which we have plenty to choose from. 

 

Program requires that the City cover all design costs plus be responsible for any possible construction overruns. Any overrun will be reviewed and approved administratively or by Council depending on the amount prior to payment.  City currently undertaking the design phase of the project. Council approved design contract on May 13, 2025, for $256,000. 

 

This resolution authorizes the City to enter into an interlocal agreement (the AFA) with the State of Texas (TxDOT) for construction and related costs.

FUNDING

{X} Council awarded the design contract May 13, 2025, in the amount of $256,000. The 10% contribution to fund the Regional Strategic Transportation Fund program (RSTF) was budgeted in the FY2026 CIP on project ST2502, and will be paid from Miscellaneous Capital Projects Fund, fund 5015, with expense charged to project expense string ST2502-CONSTRUCT-CONSTRUCT- TS CASH.
