Consider and take action on a resolution authorizing a three-year agreement with Envirodyne Laboratories, Inc. for the City’s water and wastewater laboratory services in an amount not to exceed $415,500 (Director of Public Works)
Background:
Approval of this resolution will authorize an agreement with Envirodyne Laboratories, Inc. for the City’s water and wastewater laboratory services for a period of three (3) years from November 1, 2024 through October 31, 2027, in an amount not to exceed $415,500 with the option to renew for two (2) additional one-year periods.
On September 12, 2024 League City released Invitation to Bid (ITB) 24-056 Wastewater and Water Laboratory Services for analytical services to meet U.S. Environmental Protection Agency (EPA) and the Texas Commission on Environmental Quality (TCEQ) requirements for sampling and testing of the City’s Water and Wastewater Monitoring Programs. Four (4) sealed bids were received on October 3, 2024 from Envirodyne Laboratories, Inc., Eastex Environmental Labs, Inc., Eurofins Environmental Testing South Central, LLC, (Eurofins Houston) and North Water District Laboratory Services, Inc. This service provides laboratory testing of the City’s wastewater treatment and water production facilities, mandated by the TCEQ. Samples are collected at various frequencies and locations throughout the City to ensure regulatory compliant drinking water and wastewater discharge quality.
Bid tabulation based on the annual cost (3-Year Contract Term) is as follows:
• Envirodyne Laboratories, Inc. - $138,500 ($415,500)
• Eastex Environmental Labs, Inc. - $145,280 ($435,840)
• Eurofins Environmental Testing South Central, LLC (Eurofins Houston) - $ 159,978 ($479,934)
• North Water District Laboratory Services, Inc. - $221,375 ($664,125)
The staff’s recommendation is to award Envirodyne Laboratories, Inc. for being the lowest responsive/qualified bidder based on pricing of estimated quantities of testing. Envirodyne Laboratories, Inc. has an exemplary history with the City of performance and fair market pricing.

FUNDING
{X} Funds in the amount of $415,500 will be split between Water Production & Wastewater departments Account #53950 Water/Wastewater Analysis for fiscal years 2025-2028. The split will consist of $71,958 from Wastewater (10207500-53950) and $55,000 from Water Production (10207300-53950) for fiscal year 2025. The remaining $288,542 for fiscal years 2026-2028 will be allocated upon councils’ approval of the budget.
