Consider and take action on a resolution authorizing Amendment 3 to the professional services agreement with WSP USA, Inc. for the North Extension of Landing Blvd Project (ST1914) for additional engineering design services in an amount not to exceed $1,083,375.54 (Executive Director of Capital Projects)
Background:
Approval of this resolution will authorize Amendment 3 to the professional services agreement with WSP USA, Inc. for the North Extension of Landing Blvd Project (ST1914) for additional design services in an amount not to exceed $1,083,375.54. WSP will provide additional engineering design services related to submittal of a USACE Individual Permit Extension, updating the project design due to changed existing conditions along the route and redeveloping all design base files for construction plans due to the modeling conversion to (Open Roads Designer) ORD to ensure compliance with TXDOT’s workspace when letting and administering the project during construction.
On December 17, 2019, City Council approved the professional services agreement with WSP USA, Inc. to perform Final Engineering Design services to prepare construction plans, secure permits, and provide right-of-way (ROW)/parcel mapping for the acquisition of properties necessary to construct the project. Work commenced on January 6, 2020. The original 100% construction documents were submitted to TxDOT in December 2022. The property acquisition process began in 2021 followed by coordination with and relocation of utilities and pipelines. As part of securing ROW from the U-Haul property acquisition also included relocation assistance for the tenants with rental units and residents of the RV spaces which required considerable time over and above a normal acquisition.
The utility relocation schedule was impacted by a major conflict with a Centerpoint Power (CNP) transmission tower which has been ongoing since 2023. The City Council approved a utility relocation agreement with CNP in August 2025. CNP’S latest schedule provided to the City for the completion of the tower relocation is May 2027. Despite City efforts, neither TxDOT nor CNP were comfortable with proceeding with the construction until the transmission tower was relocated.
The original NEPA clearance for the project was granted in August 2019. After submitting the plans in December 2022 in preparation for letting, the environmental clearance document was re-evaluated and updated through the TXDOT environmental office with new clearance received in March 2023. The re-evaluation process is currently being undertaken in preparation for a late 2027 letting and should be complete in November 2026. The USACE permit expires in 2028 and requires extension. This will be performed under the current amendment. The existing conditions have changed at the north end of the project route in Webster and the south end by FM 518. The City of Webster completed their NASA 1 Bypass project which N Landing will tie into on the north side. TXDOT has added trails to FM 518 and the U-Haul property west of N. Landing has been demolished as part of the ROW acquisition and their plans to redevelop the property. This will require modifications to construction phasing, U-Haul access tie ins, adjacent utilities, and traffic control plans. Finally, TxDOT is now requiring that plans be modeled in a 3-D environment called OpenRoads Designer (ORD).

The ORD Conversion level of effort in above increase to the contract amounts to approximately $720,000. This matter was discussed with TxDOT since they are requiring it. The consultant has estimated a 100% signed and sealed submittal in late June 2027 if notice to proceed is issued in early November 2026. TXDOT currently has the bid letting for North Landing slated for October 2027.
City staff will request HGAC to consider approval of some level of funding support toward this effort.

FUNDING
{X} Funding in the amount of $1,083,376 is available from 2023 PROP B (Streets) GO, fund 5285, with expenses charged to project expense string ST1914-PLAN DESIGN-DESIGN -23PROPB.
