Background:

Approval of this resolution will authorize the award of a professional services agreement with Halff Associates to perform the park’s master planning and Phase 1 design, bid, and construction phase services related to the Lobit Park Redevelopment Project (PK2206).

 

The purpose of this project is to continue to upgrade City’s existing park facilities as outlined in the 2017 Parks, Trails, and Open Space Plan.   The 27.54-acre Lobit Park was accepted in an interlocal agreement with the Galveston County on February 8, 2022 to be operated by City of League City effective October 1, 2022.  This project scope will include: master planning of the park, and design, bid, and construction for the Phase 1 Redevelopment.  Scope of work for the Phase 1 will include among others things: a new 8” water service connection extended from FM 646, tennis court to pickle ball court conversion, sport and security lighting, baseball field improvements, and upgrading electrical services. Project is funded by 4B.

 

Halff Associates has submitted a proposal to perform master planning, surveying, geotechnical, environmental services, engineering design, bid & award, and construction phase services for a budget not to exceed $347,254, which includes the following:

Design phase is proposed to be completed in 270 days, excluding City review and approval periods.  During the master planning phase, consultant will provide scope and budgetary costs for the Phase 2 construction and engineering services.   

 

The amount programmed in the FY2024-2028 Adopted CIP for professional services was $270,500.  The additional $76,754 will come from available unprogrammed 4B Corporation funds.
