Title
Consider and take action on a request by Junior League of Galveston County, Inc. to grant a variance to Chapter 110, Article I, Section 110-5 of the Code of Ordinances for the City of League City entitled “Parades and Processions Generally” for partial lane closures and to waive City costs associated with traffic control for the “Junior League of Galveston County Community Hero Fun Run” to be held on March 31, 2018 (Interim Chief of Police)
Background:
Approval of this item will allow the Junior League of Galveston County event to use City rights-of-way for the “Junior League of Galveston County Community Hero Fun Run”, and the City to provide equipment supporting traffic flow as detailed below. The event is scheduled for March 31, 2018 from approximately 7:00 a.m. to 11:00 a.m.
Traffic flow will be done in accordance with the traffic plan approved by the League City Police Department. The Code of Ordinances for the City of League City, Section 110-5 requires all permit requests requiring the closure or use of state roadways or arterial roadways (as defined by the Master Transportation Plan) within League City to be approved by City Council prior to issuance of a permit. The same section also states that the applicant shall pay all costs associated with traffic control for the event unless City Council approves waiving the costs.
The application for a permit was received by the League City Police Department requesting the use of City roadways within the City of League City for the purpose of conducting a fun run, which is estimated to draw approximately 300 participants. The applicant has made a request for a variance for the use of South Shore Boulevard, and is requesting the closure of the northbound outside lane of the 200-6500 block of South Shore Boulevard to allow safe ingress/egress of attendees.
To ensure League City residents and the traffic in the area will be least affected by this event, the applicant will be required to hire twelve (12) off-duty officers to provide traffic and crowd control. The City of League City’s Street Department will provide the appropriate cones and barricades to restrict traffic flow in the areas designated on the map. Total cost to the City is $3,219.20 which covers the cost of message boards, arrow boards and needed manpower to set up and break down the lane closures.
The total includes $1,281.70 in direct hourly labor costs and $1,937.50 in estimated value of traffic control equipment provided. A cost breakdown sheet is included.
