Consider and take action on a resolution, on behalf of the League City Youth Sports Organization, granting a variance to Chapter 110, Article I, Section 110-5 of the Code of Ordinances of the City of League City entitled "Parades and Processions Generally" for partial lane closures and to waive City costs associated with traffic control for the “League City Youth Sports Opening Day Parade” to be held March 1, 2025 (Chief of Police)
Background:
Approval of this item will allow the League City Youth Sports Organization to use City rights-of-way for the purpose of conducting an event. The City will provide equipment to support traffic flow as detailed below. This will be done in accordance with the traffic plan approved by League City Police Department. The Code of Ordinances of the City of League City, Section 110-5 requires all permit requests requiring the closure or use of state roadways or arterial roadways (as defined by the Master Transportation Plan) within League City to be approved by City Council prior to issuance of a permit. The same section also states that the applicant shall pay all costs associated with traffic control for the event unless City Council approves waiving the costs. All barricades will be manned by uniformed officers to allow for ingress and egress for single access point roadways.
An application for a permit was received by League City Police Department, requesting the use of City roadways within the City of League City for the purpose of conducting a parade entitled “League City Youth Sports Opening Day Parade”. This event will take place on March 1, 2025. The event is expected to involve approximately 800 participants and will include a parade traveling northbound from the 2300 block of W. Walker Street to the 1900 block of W. Walker Street where the parade will end at the League City Sportsplex. The event will require the closure of the 1900-2300 southbound lanes of W. Walker Street, and to ensure League City residents and the traffic in the area will be least affected by this event, it will require eight officers to provide traffic and crowd control. The City of League City’s Street Department will provide the appropriate barricades to restrict traffic flow in the areas designated on the map. Total cost to the City is $9,280.72 which covers the cost of the park operations staffing, police staffing, message boards, arrow boards, and needed manpower to set up and break down of the lane closures. The total includes $5,720.72 in direct hourly labor costs; $3,560.00 in waived estimated value of traffic control equipment provided. Refer to the cost breakdown sheet for complete cost breakdown.
