Title

Consider and take action on a resolution declaring seventeen (17) general vehicles, three (3) ambulances, one (1) bucket truck, one (1) tractor, one (1) CCTV Van, one (1) dump truck, and two (2) mowers as surplus property and authorizing City staff to dispose of the surplus property in accordance with City policy (Director of Public Works)

 

Background:

Approval of this resolution will authorize the disposal of surplus vehicles and equipment. Per Chapter 2, Article VI, section 2- 301 of the City of League City Code of Ordinances, before any property of the City is sold or offered for sale, the property shall first be declared surplus property. Attached please find Exhibit “A” which identifies the list of automobiles and equipment proposed for auction or to be repurposed within the City.

 

Although fleet units have been deemed surplus, there are circumstances where some vehicles and/or equipment possess some usefulness for some other purpose and are retained and transferred to other departments.  These units will be marked and tracked through Fleet software as repurposed units and will never be listed on a future replacement schedule.  In the event of a major or catastrophic repair the unit  would then be pulled from service and placed in the next auction.

 

Proposed retained units for FY2024 include Unit 290, a 2017 Chevrolet Ambulance to be kept as a reserve unit for EMS; and two (2) patrol units, respectively Units 126 and 140, will be transferred to the IT Department as approved in the FY2022 budget. 

 

The City, via the Purchasing Department, will be using Public Surplus for online auction and surplus management services. Public Surplus specializes in auctions for school districts, governments, and other public entities. Public Surplus auction services reduces service fees paid directly from the City and promotes a higher return rate for auction sales. Public Surplus estimates increased revenue of at least 30% compared to traditional auction companies. This is in part due to Public Surplus allowing for the City to collect all proceeds related to the auction, rather than taking a percentage of the sales price the way traditional auction companies do.

 

The City will handle the title and bill of sale transfers to winning bidders.
