Title

Consider and take action on a resolution authorizing an Advance Funding Agreement with the Texas Department of Transportation for the purchase and installation of Traffic Signal Equipment related to the Various League City Signal Improvements Project (ST2601) (Executive Director of Development Services)

 

Background:

H-GAC selected the Various League City Signal Improvements Project (previously called TxDOT Roadway Traffic Signal Improvements Project in City (CIP) to receive Surface Transportation Block Grant (STBG) funds. This project will deliver citywide traffic signal accessibility and visibility upgrades at multiple signalized intersections.

 

The scope of work includes 2 primary upgrade packages:

 

Pedestrian accessibility upgrades:  Installation of Audible Push Button Systems at 34 signalized intersections, which includes replacing approximately 253 pedestrian push buttons and 362 pedestrian countdown LED lamps.

 

Signal visibility/Safety upgrades:  Updating signal heads and adding new reflective backplates at 63 signalized intersections, including the replacement of 3 five-section heads, 114 four-section heads, and 367 three-section heads.

 

These projects are typically funded with an 80/20 split, meaning a local match is normally required. For this project, the local match will be satisfied using Transportation Development Credits (TDCs) in the amount of $783,910, so the City is not expected to contribute local match dollars toward the project cost. The AFA budget identifies $3,919,550 in federal reimbursable costs, and no payment is due upon execution of the agreement (see Project Budget). The City will pay invoices as work is completed and then request reimbursement from TxDOT in accordance with the AFA. As with other STBG AFAs, the City remains responsible for any non-reimbursable costs and any cost overruns beyond the maximum federal participation, subject to administrative or Council approval as applicable.

 

This resolution authorizes the City to enter into an interlocal agreement (the AFA) with the State of Texas (TxDOT) for the purchase and installation of materials needed.

FUNDING

{X} If approved, a future budget amendment will be required to formally add ST2601, TxDOT Traffic Signal Equipment, to the FY2026 Capital Budget.  The current budgeted amount of $1,623,910 is reflected on the project sheet which funding from the 2023 PROP B issuance as a candidate for ST2206 Matching Funds for Partnerships.  There is available cash funding for reimbursable items from DR2401 Clear Creek - FM270 Bypass Channel which has been removed from the CIP program.
