Consider and take action on a resolution authorizing two professional services agreements with Mike Pietsch, P.E. Consulting Services, Inc. for the purpose of conducting a review of the City of League City’s  Property Protection Class (PPC) for an upcoming ISO (Insurance Services Office) audit for a total combined amount not to exceed $78,500 (Fire Chief)

 

Background:

Approval of this item will authorize a professional services agreement with Mike Pietsch, P.E. Consulting Services, Inc. for the purpose of conducting a review of the City of League City’s  Property Protection Class (PPC) for an upcoming ISO (Insurance Serveries Office) audit in an amount not to exceed $78,500.

 

Fire Departments are audited every three (3) to ten (10) years by the Insurance Services Office (ISO) through the Public Protection Classification Program (PPC). The last ISO audit for the City of League City was completed on December 19, 2016 and the new class 1 rating went into effect on September 1, 2017. Based on this timeline, the City is now overdue for a new ISO audit, making this review both timely and necessary to help preserve its current classification.   

 

The ISO audit process consists of three phases:

 

Phase I ($39,000) includes one (1) site visit and the preparation of a Grading Summary for areas afforded fire hydrant protection within City of League City which outline recommended improvements throughout the community. Based on this grading summary, a list of suggested improvements will be developed which, if implemented, would improve or sustain the grading point total which establishes the ISO rating for the City of League City. Upon completion of Phase I, the City of League City will receive a in-depth report bearing a certified engineer’s stamped seal of approval.

 

Phase II ($33,000) Includes one (1) site visit and involves completing the Pre-Survey Packet, which consists of 24 individual packets of information, each requiring substantial supporting documentation to respond on behalf of the City of League City.

 

Phase III ($6,500) Includes one (1) site visit to assist City Staff and ISO Filed Representative during the ISO audit which we anticipate to occur in 2027.

 

If approved, the overall project is anticipated to be completed in 2027, with the final ISO inspection and report expected to be finalized by the Texas Department of Insurance State Fire Marshal's Office in FY2028.

CONTRACT ORIGINATION: Agreements have been reviewed by the City Attorney’s Office.

                                     

FUNDING

{X} Funds are available for Phase I in FY2026 in the amount of $39,000 from account 2850000-53490 Fire Department Contractual Services. Funds for Phase II and Phase III have been requested in the FY2027 budget in the amount of $39,500 from account 2850000-53490 Fire Department Contractual Services.
