Title

Consider and take action on a resolution authorizing a construction contract with Lucas Construction Company, Inc. for the Asphalt Street Rehabilitation Package 7 Project (RE1704H), in an amount not to exceed $1,863,708, authorizing $186,370 for a Work Change Directive budget, and authorizing a construction material testing contract with Geotech Engineering and Testing in an amount not to exceed $52,672 for a total construction budget of $2,102,750 (Executive Director of Capital Projects)

Background:

Approval of this resolution will authorize the award of the construction contract with Lucas Construction Company, Inc. for the Asphalt Street Rehabilitation Package 7 Project (RE1704H) in an amount not to exceed $1,863,708, authorize a Work Change Directive budget of $186,370, and a material testing contract with Geotech Engineering and Testing in an amount not to exceed $52,672 for a total construction budget of $2,102,750.

The purpose of this project is to perform road base repairs, asphalt resurfacing, and/or full depth reconstruction as part of the annual infrastructure reinvestment program. This project includes a base bid of N. Illinois, Lakeside Drive, Valmar Block, Bluebonnet Street, Oak Road, Mockingbird Lane, and part of West Drive. The N. Illinois was left over from Package 6 due to funding constraint.

Five sealed bids for the project were received on June 25, 2024 (Bid No. 24-038).  Bid analysis was based on City’s A+B bidding method, which factors time plus cost to determine the lowest best value bid.  Lucas Construction Company, Inc. submitted the lowest responsive and responsible cost bid of $1,863,708 and 150 days to complete project. Although low bidder did not submit the lowest contract time but was still the lowest value bid based on A+B bidding method. The City’s engineering consultant’s Letter of Recommendation and the bid tabulation are attached.

The adopted budget in the FY2024 CIP for this project is $2.35 million.
