Title

Consider and take action on a resolution authorizing a professional services agreement with Walter P Moore for design and construction phase services related to the FM518 at Country Lane Intersection Improvements Project (RE1703A) in an amount not to exceed $91,777.20 (Executive Director of Capital Projects)

Background:

Approval of this resolution will authorize the award of a professional services agreement with Walter P Moore for design and construction phase services related to the FM518 at Country Lane Intersection Improvements Project (RE1703A)

The traffic signal systems in this program are ranked in priority based on the highest pedestrian/vehicle traffic age and reoccurring maintenance issues. These signals warrant replacement for the following reasons:

1.                     Bring the signals up to the current approved standards which assist with reliable, safe, and efficient movement of vehicles and pedestrians.

2.                     Include new pedestrian ramps for crossing the intersection (one Location). However, due to steep grades adjacent to the roadway, the design for pedestrian ramp location will be constrained. Crosswalk and pedestrian crossing signage do not currently exist at this intersection.  This will be coordinated with TxDOT and if feasible and safe will be added.

3.                     Beautification of the City by converting the current span wires that the signals currently hang on to new mast arms.

4.                     Signal battery backup for improved infrastructure resilience when there is a storm or hurricane. Because of this the traffic signals can be back in operation in a shorter amount of time after a storm.

5.                     Reduce maintenance costs and emergency call outs for service.

Design is scheduled to take 165 days excluding City and TxDOT review times.
